Essential Functions
- Subject to management approval, serves as the Information Technology Special Projects Administrator for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Human Services (IDHS), performing extensive liaison work with DoIT and DHS administration, management, and users
- Functions as staff assistant to the Chief Information Officer (CIO), assisting in the conceptualization, development, and implementation of specific data and systems support to all executive areas of the Department
- Assists in coordinating statewide computer usage and communication systems ensuring effective use of data processing hardware in DHS including field installations
- Reviews implications of proposed policies and procedures and advises administration and management on feasibility recommendations to ensure DHS information system needs are met
- Keeps abreast of new developments in the information technology field by continuing education through attendance in meetings, training, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures
- Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in management information systems, data processing or telecommunications or directly related fields.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization.
Preferred Qualifications
- Three (3) years of professional project management experience providing technical and analytical services of information systems for a public or private organization.
- Three (3) years of professional experience developing procedures to implement programs and policies to improve information technology services for information systems of a public or private organization.
- Three (3) years of professional experience working with end-user, enterprise, and cloud-based software, including development lifecycle, implementation, support, etc.
- Three (3) years of professional experience communicating and collaborating with users and management staff on information technology ensuring detailed and critical analysis of work performed.
- Three (3) years of professional experience reviewing and advising management on the feasibility and implications of proposed policies and procedures for system conversions or enhancements.
- Three (3) years of professional experience with various delivery methods such as Agile and Waterfall, including using Microsoft Project, Jira, and / or other Agile Project Management Tools.
- Three (3) years of experience managing project delivery of infrastructure, network, and security services.
- Ability to develop and maintain cooperative working relationships.
- Demonstrated verbal and written communication skills.
- Project Management certifications in PMP or Agile PM.

Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest.
Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420 / 4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying.
Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09.
Failure to submit these statements in a timely manner may result in fines and penalties.
