Planner / Scheduler
The Planner / Scheduler provides journey (associate) or advanced (senior) level support across County Connection's scheduling and planning functions. This position is responsible for preparing schedules and operator assignments, analyzing system performance, and representing the department in meetings and committees. Typical duties are listed below, and may include assisting with other various tasks and special projects as needed or assigned.
Associate Level
- Write full- and part-time scheduled operator assignments to optimize labor utilization and comply with County Connection policies, Amalgamated Transit Union (ATU) Memorandum of Understanding (MOU) guidelines, and labor laws.
- Assist in the scheduling of all fixed-route bus service, ensuring timely and accurate production of schedules / run-cuts and related documents. Coordinating activities for annual operator bids.
- Coordinate, distribute, and ensure the quality control of internal scheduling documents.
- Assist with various tasks related to scheduling, run-cutting, and setting the location of bus stops, benches, and shelters.
- Maintain scheduling software, including updates, data entry, and generating reports.
- Assist in the analysis of system performance and developing recommendations for service improvements.
- Assist in the preparation of monthly service performance reports to the County Connection Board of Directors, funding partners, and outside groups as needed.
Senior Level
Develop and implement long-term scheduling strategies to ensure efficient and effective transit operations.Provide strategic oversight of scheduling and planning functions, including in-depth analysis of transit corridors, runtime optimization, system performance evaluation, and the development of service improvement recommendations.Collaborate with other departments to ensure smooth integration of scheduling and planning activities.Provide guidance and advice to management and collaborate with the Manager of Planning to create and maintain fixed bus routes and schedules.Interpret labor contracts regarding routes, schedules, run requirements, and other scheduling items.Analyze route performance data and set parameters for run-cuts to achieve efficiency and budgetary constraints.Conduct field assessments of projects, physical sites, and off-site activities to ensure adherence to safety standards and the provision of high-quality service.Conduct special surveys and investigations to achieve more efficient and economic passenger service.Provide training to department staff as needed, including scheduling and planning techniques. May provide direction and oversight to junior staff.Requirements : Associate Level
Education equivalent to a bachelor's degree from a four-year college or university, with major course work in transportation planning, computer science, geographic information systems (GIS), logistics, mathematics, public administration, business administration or other related field, plus two years' experience in route planning, route scheduling, data entry and analysis, database management, and / or systems support, or equivalent.Senior Level
Education equivalent to a bachelor's degree from a four-year college or university, with major course work in transportation planning, public administration, business administration, or other related field, plus three years of progressively responsible experience in scheduling, administering route analyses, on-time performance reviews, and sign-up and / or route schedule adjustments. Experience with a medium or large transit provider is preferred.Related experience or training that demonstrates substantial knowledge and abilities pertinent to specific job functions may qualify for substitution of the education requirement.
Skills / Abilities :
Basic typing and computer skills using the Microsoft operating system.Strong working knowledge of advanced spreadsheet applications in Microsoft Excel.GIS techniques to analyze service design and restructuring.Ability to write routine to moderately complex reports and business correspondence.Ability to effectively present information and provide oral presentations.Ability to work in the office and in the field, including various locations within County Connection's service area and in outdoor settings under all weather conditions. Ability to lift and / or carry objects up to 25 pounds.Knowledge of and experience in SQL or Oracle databases, bus operations, including differing trip patterns, day types, break time, and deadhead versus revenue service; National Transit Database (NTD) reporting; Federal Title VI regulations; and the Americans with Disabilities Act (ADA), is preferred.Knowledge of Trapeze or specialized scheduling software, and ArcGIS or other GIS software to create maps and spatial analyses for planning purposes is preferred.To apply, please visit
