Performs highly advanced (senior-level) consultative services and technical assistance work. Work involves planning, developing, and implementing the Texas Coastal Ocean Observation Network (TCOON) program and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public.

May serve as a lead worker providing direction to others. Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.

What Your Contributions to the GLO Will be : - Supports the long-term TCOON partnership of State and Federal agencies by coordinating with project partners and developing or maintaining contract agreements that align with program policies and procedures, statutes, and rules.

  • Serves as a liaison for the Survey Division in support of the TCOON program. - Plans, prioritizes, and performs of a variety of technical, training, research, planning, policy, program assessment, and administrative activities for TCOON including overseeing the delivery of services;
  • provides high-level technical assistance for the TCOON program; and creates efficiencies where opportunities occur. - Completes and monitors required administrative and performance reports, studies, and specialized projects;

and recommends appropriate changes to programs. Will monitor use of station platforms through site reconnaissance to ensure adherence to right of access agreements and station management plans are in place.

  • Ensures compliance with program policies and procedures, statutes, and rules; and takes corrective action(s) as needed and coordination with project partners for data management.
  • Performs and / or oversees studies and analyses of operations and problems and the preparation of reports of findings and recommendations.

To include State, Federal, NGO and local stakeholder coordination for long-term implementation. - Coordinates the collection, organization, analysis, and preparation of materials in response to requests for program information and reports.

Coordinates with Survey Division to complete yearly inspections of stations and construction oversight of new TCOON stations and response to future events.

  • Assists management with developing program policies, procedures, standards, and manuals; and planning program activities in accordance with program objectives and goals - Evaluates TCOON program supply needs, assists with the preparation of TCOON program budget requests and coordinates the procurement process.
  • Evaluates potential projects, proposals and applications related to TCOON data, programmatic needs, and platform access.

Qualifications : Minimum Qualifications Needed : - Graduation with a Bachelors degree from an accredited college or university with major coursework in a field related to Environmental Science, Life Science, Biology, Chemistry, Engineering, Public Administration, or Business Administration.

Must have six (6) years of experience in a related field. - The position may require up to 25% travel (within the state of Texas.

Due to the nature of this position, some work on weekends and evenings will be expected. - If selected for an interview, a writing sample will be equired as part of the interview process.

Preferred Qualifications : - Has experience in public or government relations. -Has demonstrated experience reviewing construction designs and / or construction plans.

  • Has demonstrated experience or working knowledge on the implementation of data collection devices used to measure and monitor coastal hydrology.
  • Has demonstrated experience conducting watershed-scale environmental data collection and analysis and can communicate related activities to diverse audiences.

Compensation and Benefits You Will Receive : -The salary is $5,098.67 - $7,253.80 / mo. Salary is dependent on your qualifications and experience, but it will not be less than the range minimum and will not exceed the range maximum.
