Baltimore Department of Public Works is the largest agency in the city of Baltimore and is by far the most complex municipal operation in the city.

DPW’s workforce is budgeted at 2,500 employees, with a $660 million annual operating and a 6-year $1.8 billion-dollar capital budget.

POSITION DESCRIPTION

The Operations Manager I, Chief of Routine Services encompasses managerial work related to the administration of departmental policy and overseeing or coordinating agency operations.

Employees engaged in overseeing or coordinating agency operations are responsible for planning, organizing, implementing, administering and supervising the interpretation and application of agency policies, directives and procedures designed to accomplish the mission of the agency.

Work of this class may involve supervising professional and technical support workers.

ESSENTIAL FUNCTIONS

  • Plan, organize, implement, supervise, and administer the interpretation and application of policies, directives and procedures designed to accomplish the mission of the agency and the operations of the Routine Services operations.
  • Participate fully in identifying and balancing division, agency, and City priorities with changing laws and public perceptions.
  • Operate in capacity at dual division locations.
  • Consult with the City’s Office of Compliance to ensure all laws and mandates are followed for the Routine Services locations.
  • Act as the primary spokesperson for the Routine Services Division.
  • Build relationships with key stakeholders as needed to achieve the mission of the agency.
  • Meet with Agency colleagues, other City agencies, and members of the community / community associations to resolve problems with division operations.
  • Collect, review and approve data, statistics, measures, and metrics for Citi-stat bi-weekly reporting.
  • Manage staffing needs and prioritize work schedule and location; adapt to unanticipated changes, challenges, and requests.
  • Manage tactical / strategic operations of the division. Ensure the evaluation and implementation of plans required for accomplish divisional goals and objectives.
  • Formulate metrics targeted to increase the effectiveness and efficiency of the division using measurements collected through updated data collection processes.
  • Analyze division performance, review and present consolidated recommendations for staff performance improvements.
  • Review Solid Waste Supervisor vehicular and personal accident reports and citizen complaints for accuracy and completeness.
  • Prepare, present and advocate for division budget priorities and policy priorities.
  • Oversee the preparation of payroll and personnel records.
  • Work closely with routing software contractor and division staff to properly and effectively provide guidance for routine services routing optimization.

EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION : Have a master’s degree in business administration, Public Administration, Management, Law, or related field from an accredited college or university.

EXPERIENCE : Have six (6) years of senior management, policy-driven operational responsibilities including 3 years of experience managing homogeneous functions through subordinate supervisors is required.

NOTES(EQUIVALENCIES) : Have an equivalent combination of education and experience.
