Summary :

The Transport Team Leader (TL) RCP is responsible for providing leadership to Transport Department staff in collaboration across all disciplines when operating as an Operational Team Leader and Manager on Call (MOC).

TLs provide support, guidance, and resources for the purpose of planning and executing daily operations.

Responsibilities :

Performs all aspects within their licenses of the Respiratory Therapist job description when providing direct patient care during scheduled or impromptu transport shifts (including driving transport vehicle).

When on a call the Transport Team Leader may function as lead caregiver in a two person team composition and will cross over to be a third member of the critical care team.

The Transport Team Leader will function independently during the transport of patients of all ages who have been classified as BLS and / or ALS I-2 category.

As a member of the critical care team, the Transport Team Leader will assist with patient care while utilizing their advanced skills and training in accordance with the Transport protocols set forth by the Transport Medical Director.

They function as a second set of eyes for the pilots and are responsible for crew safety, recognizing hazards, and mitigating risk by performance.

The Team Leader will have an active role in managing the customer service experience during the transport of patient and family members.

People / Operational Leadership :

  • Evaluates employee performance against existing department and organizational standards including annual PEAC review, quarterly reviews, coaching, feedback sessions as assigned, employee recognition, etc.
  • Completes Operational Team Leader (OTL) responsibilities including completion and documentation of OTL Checklist
  • Provides administrative On-Call coverage during nights, weekends, & holidays on a rotational basis
  • Facilitates a just culture of safety & accountable performance of direct reports and all staff when OTL & / or MOC
  • Supports the safety culture by providing psychological safety, creating interactive communication, encouraging reporting, and effectively monitoring and working on engagement daily
  • Ensures that staff are knowledgeable of and held accountable to changes within the unit, department, division, and organization and are active change agents
  • Supports communication that augments safe practices, explains and supports a just, accountable, and reporting culture of safety.

Embraces the integrated safety management system into all aspect of the department

  • Monitors and analyzes key metrics as assigned for quality / process improvement
  • Ensures provision and inclusion of quality patient and family centered care in the transport environment
  • Ensures high-level customer service performance by all team members
  • Integrates with vendor pilots and mechanics
  • Provides mentoring to staff and developmental opportunities to help team members achieve their career goals
  • Coordinates completion of employee schedules with the staff, scheduling committee, and manager
  • Supports action plans as a result of the feedback received from the annual Experience, Inclusion and Engagement Survey
  • Completes scouting reports and weekly rounding on staff including follow-up to staff around concerns / ideas / needs
  • Provides follow up to submitted SafeLink reports
  • Maintains CHST owned vehicle fleet, if applicable
  • Assists Educator in orientation, ongoing education, simulation lab, quarterly & annual training
  • Performs OTL Operational shift duties.
  • Each TL position includes one project focus area :

Quality Management Program :

  • Assists with implementation and ongoing service line programs aligning with hospital mission
  • Monitoring and maintaining unit compliance with regulatory, accreditation, and hospital policies related to patient services and environmental / personnel safety;
  • policy and protocol review, revision, and maintenance; complete scheduled walk through of department to ensure compliance with regulatory standards;

assist to coordinate the department readiness and compliance with CAMTS and Texas DSHS standards; develops action plans to address accreditation survey findings

  • Weekly, monthly, quarterly, and yearly quality reports including, but not limited to, Gamut, CAMTS, NEMSIS, surgical data, and other Transport quality data
  • Works closely with other departments where transport reporting is requested
  • Coordinates with Transport Quality in completing event reviews and assigned follow-ups
  • Works with billing and denials management in assisting with case reviews and appeal letters
  • Information Services departmental liaison for non-Epic software system, rugged laptops, and documentation standards, improvements, and / or additions;

works closely with multiple areas of Information Services as needed

  • Safety Management System Focus
  • In partnership with the safety officer, develops, implements, and maintains a robust Integrated Safety Management System
  • Upholds a strong, just, accountable and reporting culture of safety
  • Completes pro-active risk analysis i.e. Hazard Vulnerability Analysis, vehicle and vendor integrated Post Incident Accident Plan (PIAP) drills ensuring the completion of drill summaries and implementation of lessons learned
  • Ensures controlled substance best practice processes are implemented and audited for compliance
  • Creates opportunities to build resiliency in team members
  • Monitor fatigue levels of staff including number of shifts worked in a row, time over-shifts, incident trends and develops interruptions and reports safety data to the TL with Quality oversight & responsibilities
  • Attends vendor (fixed wind and rotor wing) safety meetings
  • Coordinates landing zone training for appropriate CHST staff
  • Provides leadership and development to the departmental Quality and Safety Council
  • Monitors and responds timely to assigned SafeLink tasks, investigations, and necessary education or changes
  • Leads Change Management by completing an inclusive and robust weekly Change Tuesday document sent to all staff
  • Coordinates reports for Concern Network
  • Develops and coordinates annual Stand Down for Safety Events with the safety officer
  • Fleet / Helipads / Equipment :
  • Performs documentation and record keeping of all CHST owned vehicles (i.e. mileage, service and rotation of vehicles)
  • Coordinates vehicle scheduled and unscheduled maintenance
  • Maintains and reports all road safety data to the departmental Safety & Quality Council
  • Coordinates with contracted vendors on the purchase and building of new ambulances and remounts of old ambulances
  • Coordinates with supply chain the sale of retired ambulances
  • Ensures insurance is supplied to risk management regarding personnel who drive a CHST vehicle and helicopter services flying patients into CHST annually
  • Partners with accreditation to ensure on time completion and submission of regulatory documents and required reporting to regulatory and credentialing agencies.
  • Assures that all regulations and laws by the city and state are met and maintained
  • Liaison for vehicular Wi-Fi
  • Monitors helipad check compliance and upkeep of the helipads
  • Monitors helmet safety and completion of annual inspections
  • Submits contract requests and works closely with Accounts Payable
  • Leadership liaison to the departmental Operations Council
  • Coordinates new equipment, supplies, medications, and improvements for operations
  • Operational readiness of equipment for both bases
  • Acts as Children’s Transport liaison for the Governor’s EMS and Trauma Advisory and North Texas Trauma Regional Advisory Council EMTF, Disaster, Air Medical Mist liaison
  • Ensures medical gas tank availability / storage / ordering for operational and regulatory readiness

WORK EXPERIENCE

  • At least 3 years related experience Required.
  • At least 3 years of critical care and transport experience Required.

EDUCATION

  • Two-year Associate's degree or equivalent experience Required.
  • Four-year Bachelor's degree or equivalent experience Preferred.

LICENSES AND CERTIFICATIONS

  • Texas RCP license Upon Hire Required.
  • Registered Respiratory Therapist (RRT) by the National Board of Respiratory Care (NBRC) Upon Hire Required.
  • NPS (Neonatal Pediatric Specialty) Upon Hire Required.
  • Texas EMT-P (within 36 months of hire) Required.
  • City of Dallas Ambulance Permit (within 24 months of Hire) Required.
  • Basic Life Support for Healthcare Providers as required by CP 1.20 Life Support Course Requirements Required.
  • ATLS / ATCN, TPATC, TNCC, or TNATC 1 1 / 2 Yrs Required.
  • NRP (Neonatal Resuscitation Program) 180 Days Required.
  • PALS (Pediatric Advanced Life Support) 180 Days Required.
  • ACLS (Advanced Cardiac Life Support) 180 Days Required.
  • NREMT-P Preferred.
