SUMMARY
Under general direction provides project management of Transit Oriented Development (TOD) projects, focusing on pre-development planning and project implementation.
Oversees activities related to projects, including writing Requests for Qualifications and Proposals. Participates in negotiations with developers and / or governmental agencies with the goals of maximizing the value of MARTA property, generating income for the Authority while protecting its interest, increasing transit ridership, and supporting regional economic development.
Assists in the preparation of legal documents required for ground lease, sales transaction and development agreements. Develops pro-formas and conducts financial analysis to assist with project evaluation.
Plans and coordinates with diverse agency departments, including legal counsel, engineering, operations and other transit planning functions.
Represents the Authority at meetings with internal and external groups and communicates the goals and strategies of the Office of TOD and Real Estate.
Provides periodic updates and reports on transit-oriented development projects.

QUALIFICATIONS

EDUCATION and / or EXPERIENCE
Bachelor's degree in business administration, Real Estate, Management Economics, Finance and / or Urban Planning or related discipline and a minimum of six years of progressively responsible experience in real estate development, finance, consulting, public / private sector real estate, involving joint development or asset management.
Direct experience analyzing and negotiating lease and / or sales transactions. Certified Commercial Investment Member (CCIM) designation or candidacy and knowledge of Low-Income Housing Tax Credit Program a plus.
Must have excellent verbal aptitude, public speaking, and technical writing ability. Must possess skills to participate in negotiations of complex ground lease and sales transactions and represent the Authority at meetings with external groups, including local / appointed officials, citizens, and community and business groups.
Must possess advanced personal computing skills with proficiency in the applications of Microsoft Office. In lieu of a degree, directly related job experience may be substituted on a year-for-year basis.
LANGUAGE SKILLS
Ability to read, analyze, and interpret the most complex documents. Ability to respond effectively to the most sensitive inquiries or complaints.
Ability to write speeches and articles using original or innovative techniques or style. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and / or boards of directors.
MATHEMATICAL SKILLS
Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis.
