Position : IBM ECM Technical Solution ArchitectLocation : Oakland, CADuration : Contract Job Description : A. Purpose The purpose of this Request for Offer (RFO) is to provide A Lead Technical Support Consultant for IBM Production Imaging Edition Enterprise Content Management System of the Electronic Adjudication Management System (EAMS).
This Consultant will be responsible for Enhancements and upgrades needed to support the ECM development team on the web form development, eForms replacement project and IBM Content Management (ICM), IBM Case Manager (ICN) and Websphere software upgrades.
The consultant will also be expected to work on the ECM replacement and migration to Cloud platform conversion project for all our ICM / ICN systems (MPN / RTWSP / OSIP).
The services will be provided to the State of California through the Department of Industrial Relation's (DIR) for the Division of Workers Compensation (DWC).
This RFO defines the work that the Contractor is required to perform and other requisite information. B. Background & IntroductionDIR / DWC is soliciting responses from potential CMAS vendors to provide technical support and development for a replacement of eForms for FileNet.
In addition, system maintenance and support for IBM Enterprise Content Management (ECM) that includes IBM Forms, IBM Case Manager, Websphere / ND, FileNet P8, Datacap and Java components.
It also includes System and Database Architecture, Analysis and Design as well as Training and Mentoring of DIR IT State Staff.
This contract is dependent upon verification of funding.A. Statement of Work The Contractor shall support the maintenance and operations of the existing ECM system as well as any transitional tasks required for a new document management solution : FileNet eForm Replacementa)Ensure that the replacement for eForms can be successfully integrated with the existing FileNet EAMS platform and / or future ECM platformb)Provide Administrative and integration support for the eForm c)Design, develop, architect, and implement API solutions that facilitates a quick turnaround and ease of use for modifications to existing FileNet platform and Curam applicationd)Provide assistance in transitioning from an on-premise FileNet eForm platform to a suitable replacement.
IBM Formsa)Analyze existing system(s) using HCL Forms (formerly IBM Forms Experience Builder).b)Enhance and maintain existing HCL Forms c)Provide support for patching HCL Forms as d)Convert applications built using HCL e)Resolve HCL Forms issues f)Design and develop HCL Forms architecture and High-Level g)Design and develop HCL Forms to integrate with FileNet and IBM Case h)Design and integrate web services with IBM to provide real-time data for end users.
i)Create external HCL Forms servlet initiating a case with the internal ICM environment (with the whole form package associated with the case).
j)Create external HCL Forms servlet to an internal ORACLE DB with form attachments going to a P8 repository.k)Design and integrate forms with identity management IBM Case Managera)Design and develop IBM Case Manager (ICM) b)Integrate HCL Forms with c)Resolve ICM issues and keep track of work in Service-Now (SN) and IBM Rational Team Concert (RTC).
d)Design, upgrade and maintain ICM and IBM Form infrastructure including data migration.e)Design, develop, configure, administer, and deploy complex ICM Webspherea)Apply and test Websphere b)Maintain HCL Forms running on Websphere application c)Maintain FileNet running on Websphere application d)Create and maintain database connection and activities between Websphere and data sources.
BAW to Cloud platform and / or BAW replacementa)Design and architect the Cloud migration plan in Google b)Design, upgrade, migrate and maintain BAW software components to Google Cloud.
c)Migrate FileNet documents among different environments and platforms which includes data migration to Google Cloud.d)Provide instructional guidance to support BAW conversion to the replacement product to be determined Datacapa)Assist DIR staff in debugging and / or enhancement of existing EAMS Datacap custom application to maintain and enhance Datacap.
b)Setup the processes of scan, capture, recognition, completion, annotation, redaction, storing, retrieval and display in EAMS Datacap.
c)Apply and test Datacap d)Maintain and enhance existing Datacap e)Upgrade Datacap to the latest f)Maintain and enhance Optical Character Recognition (OCR) Java Developmenta)Design, develop and implement custom Java code to meet business requirements and Java 2 Enterprise Edition (J2EE) standards.
b)Continue completion of the development effort for an on-going project Pharmacy Fee Schedule (PFS) comprising of a Spring Boot and Spring Batch (pfs data generation) solution implemented within the Google cloud platform’c)Develop well designed, testable and efficient Java d)Maintain and enhance Java e)Implement front-end user interfaces with JavaScriptf)Ensure future custom web development are in compliant with ADA standards System Analysis, Architecture and Designa)Design and build interfaces with Representational State Transfer (REST) and Javascript object notation (Json) framework within IBM and Java b)Maintain and Ensure future and current Forms Systems are in compliance with ADA standardsc)Assist with System Architecture d)Assist with User Interface Training / Mentoring a)Engage DIR IT staff in all development efforts to ensure knowledge transfer.
The DIR ECM team will work together with the Contractor throughout the lifecycle of this RFO.b)Conduct training and mentoring through a combination of in-person, and Webinar presentation sessions.
c)Create Administrator training materials in MS word to guide the ECM Application team.d)Store all training materials and documentation on the ECM Application team SharePoint site.
