SCHOOL / DEPARTMENT : Special Education Services

LOCATION : Crossroads II, Cary, NC

PAY GRADE : Director-Band 2

FLSA STATUS : Exempt

ELIGIBILITY FOR EMPLOYMENT CONTRACT : Yes

WORK WEEK SCHEDULE : Monday-Friday (occasional evenings and weekends). Position is available for a Hybrid Telework workweek.

POSITION PURPOSE : Responsible for interpreting federal and state laws / regulations in relation to students with disabilities and develops district policies and procedures ensuring adherence to these laws and regulations.

Oversees the development, coordination, and management of an auditing and monitoring system involving all schools and district programs serving students with disabilities.

Collaborates with all SES teams to facilitate district implementation and compliance with federal and state laws / regulations.

MINIMUM QUALIFICATIONS :

KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)

  • Comprehensive knowledge of local, state, and federal policies and procedures applicable to special education and related services.
  • Comprehensive knowledge of Wake County Board of Education policies, procedures, and standards regarding education.
  • Comprehensive knowledge of federal, state, and local agencies that provide services for children with disabilities.
  • Considerable knowledge of Microsoft Office, specifically Word, Excel, and PowerPoint; Google apps.
  • Considerable knowledge of the current literature, trends, methods, and developments in the area of special education and related services.
  • Critical thinking and problem-solving skills.
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication techniques and tools to ensure the appropriate flow of information, collaborative efforts, and feedback.
  • Ability to multitask and prioritize as needs change.
  • Ability to pay strong attention to detail and a fundamental concern for accuracy of information.
  • Ability to design and deliver professional development.
  • Ability to lead and motivate a diverse staff across multiple levels.
  • Ability to work in a team environment.
  • Ability to establish and maintain effective working relationships with school system staff, staff members of external agencies, vendors, and the public.

EDUCATION, TRAINING, AND EXPERIENCE

  • Master’s degree in Educational Administration or directly related field from a regionally accredited university.
  • Five years of successful K-12 teaching experience.
  • Three years of successful experience in a progressively responsible administrative role.
  • Leadership experience in assessing student, school, and district level needs; planning and implementing programs and initiatives to fidelity;

evaluating program effectiveness; and designing and conducting professional staff development.

CERTIFICATION AND LICENSE REQUIREMENTS

  • Hold or be eligible for North Carolina Professional Educator’s License for School Administrator-Principal, Curriculum and Instruction Specialist, or Exceptional Children Program Administrator.
  • Must hold and maintain a valid North Carolina driver’s license.

PREFERRED QUALIFICATIONS :

  • Proven experience leading effective teams at the Central Services level.
  • Experience with the following systems : Every Child Accountability Tracking System (ECATS) and PowerSchool.

ESSENTIAL DUTIES AND RESPONSIBILITIES :

  • Provides leadership and guidance to PreK-12 school and central services administrative and instructional staff through the oversight of the development and deployment of district policies and procedures for ensuring adherence to federal and state laws / regulations governing services for students with disabilities.
  • Serves as a member of the SES Leadership and Policy Teams by engaging in shared decision-making regarding the delivery of special education and related services.
  • Implements a system to complete and submit federal and state report and documents including Child Count, Exit Data, and Indicator reports.
  • Supports the design and implementation of the Auditing and Monitoring System that meets the requirements for district, state, and federal monitoring guidelines.
  • Coordinates with other SES teams to develop and provide ongoing targeted professional development based on the outcomes and data from the Auditing / Monitoring process, dispute resolution cases, and corrective actions.
  • Coordinates and supervises dispute resolution processes including state complaints, facilitated IEP meetings, and OCR complaints.
  • Collaborates with SES staff to support school staff with dispute processes and compliance.
  • Represents SES by serving on district and state committees and / or task forces promoting the improvement of special education services and student outcomes.
  • Keeps abreast of current trends in the field of special education and attends professional learning opportunities, as appropriate.
  • Performs other related duties, as assigned.

WORK ENVIRONMENT / PHYSICAL REQUIREMENTS

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, scanners, and copiers.

The position, at times, must be able to come into direct contact with school system staff, school officials, attorneys, outside advocacy groups, external agencies and other community members.

Work is considered light physical work, requiring the exertion of up to ten pounds of force. The work frequently requires driving automotive equipment.
