DESCRIPTION : This is professional services work of a supervisory nature in planning, organizing, directing, and monitoring the activities of assigned caseworkers and support staff. Work includes assessing and assigning casework, handling and resolving critical situations, reviewing and monitoring cases and service delivery, and supervising subordinate staff. Work is performed under limited supervision.

REPRESENTATIVE TASKS : Plans, organizes, assigns, directs, and monitors the work activities of social workers in order to ensure established quality service standards are maintained. Reviews, evaluates, and examines samples of client records, plans, information, and related caseworker materials in order to identify and assess system problems and make recommendations to correct deficiencies. Organizes, designs, and implements training programs in order to ensure initial and ongoing staff development is provided to new and current caseworkers. Organizes and recommends implementation of services, programs, training, and home finding in order to ensure quality and continuity of client care. Analyzes and assesses client progress, referrals, placements, standards, costs, and program format in order to evaluate program effectiveness and success. Discusses and negotiates with other agencies, institutions, and programs in order to develop or organize after-care and community treatment plans and service systems. Monitors and assesses waiver programs every six (6) months in order to ensure client progress is being maintained and reimbursement is being made for services rendered. Develops and delivers presentations and workshops; and participates on community task groups, committees, and boards in order to promote agency goals, objectives, and services. Directs, coordinates, and / or participates in after-hours coverage in order to ensure appropriate staffing. Coordinates, directs, and monitors all protective actions involving clients in order to prevent client abuse and neglect. Writes, explains, and monitors court-ordered treatment plans for clients who are also under the jurisdiction of Probation and Parole in order to ensure plans are implemented. Serves as the Representative Payee for clients in order to authorize payment of expenditures from client's individual accounts. Implements and complies with human resource laws, policies, procedures and practices such as : AA / EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety. Reviews all intakes of potential clients in order to determine client eligibility and appropriate referral sources and whether emergency, immediate, or other services should be provided.

KNOWLEDGES, SKILLS, AND ABILITIES REQUIRED : Knowledge of applicable laws, rules, regulations, policies, and procedures. Knowledge of mental health principles, methods, and practices. Knowledge of social and psychological factors influencing the behavior of individuals and family systems. Knowledge of the psychosocial aspects of mental health issues and emotional maladjustment. Knowledge of individual and group intervention techniques and practices. Knowledge of state and federal laws, rules, and regulations applicable to and enforced by the unit. Knowledge of adult, child, and family rights. Knowledge of federal, state, and local social service agencies, programs, and services. Knowledge of home finding and placement methods and practices. Ability to supervise subordinate personnel. Ability to prepare, plan, and conduct training sessions and workshops. Ability to prepare and complete reports. Ability to manage casework activities and services. Ability to exercise discretion and make independent decisions. Ability to identify and solve casework problems. Ability to provide leadership, supervision, and direction to staff. Ability to establish and maintain effective working relationships. Ability to communicate effectively. Ability to write clearly and effectively. Ability to respond effectively in crisis and adverse situations. Ability to understand and explain legal documents. Ability to use applicable computer programs.

MINIMUM QUALIFICATIONS : A Masters Degree from an accredited educational institution in Social Work, Psychology, Special Education, or a related field -AND- three (3) years experience in mental health or related human service field. EXPERIENCE CANNOT BE SUBSTITUTED FOR EDUCATION REQUIREMENTS IN THIS CLASSIFICATION
