As a Design Project Manager (Structural Engineer), you will manage a wide variety of multi-disciplinary projects to construct landside and airside improvements under the Aviation Enterprise Capital Construction Program (CCP), as well as projects under the Aviation Enterprise Capital, Operating, and Maintenance Investment Program (COMIP) at Ronald Reagan Washington National Airport (DCA) and Washington Dulles International Airport (IAD).

Design Project Manager (Structural Engineer)

Serves in the Design Department in the Office of Engineering at IAD or DCA.

As the Principal Staff Technical Advisor for multi-disciplinary CCP and COMIP manages projects focused on building structural engineering encompassing problem definition, scope establishment, budgeting, scheduling, planning, technical direction, status reporting, consulting on various airport building projects, and leading forensic analyses of structural deficiencies with remediation recommendations. Performs related functions.

GENERAL RESPONSIBILITIES

Serves as Principal Staff Technical Advisor for multi-disciplinary CCP and COMIP projects, with a focus on building structural engineering.

This includes defining the problem, establishing the work scope, preparing budgets and schedules, planning, providing technical direction, and reporting the work status.

Consults with engineers, architects, management officials, and stakeholders both within and outside the Airports Authority, on airport building engineering-related projects.

These projects include terminals, concourses, parking garages, ancillary utility buildings, aircraft hangars, and bridges.

Leads or conducts forensic analyses of existing structural deficiencies or failures and makes recommendations for remediation.

Coordinates among the airport authority, airlines, managing consultants, contractors, and government agencies, such as the Federal Aviation Administration (FAA), Washington Metropolitan Area Transit Authority (WMATA), and National Park Services (NPS) to minimize operational disruptions.

Serves as a contracting officer technical representative (COTR) for building engineering projects and studies, ensuring that work has been completed in accordance with contracts, quality standards, and the Airports Authority’s goals for Small Local Business Enterprises (SLBEs).

Manages assigned capital improvement projects, including supervision and oversight of contractors and / or consultants for scope, schedule, and budget management, and provides design management support during the construction phase.

Develops, reviews, and / or coordinates plans, calculations, reports, specifications, cost estimates, and contract requirements based on the Airports Authority’s design standards and established engineering practices.

Applies expert knowledge of structural concepts, practices, codes, and procedures to complex projects, devising innovative design solutions as needed.

Ensures compliance with the Airport Authority’s codes and safety standards by coordinating with the Safety Program Manager and the Buildings Codes Manager.

Presents information and provides recommendations to the Office of Engineering leadership and other Airport Authority staff.

Prepares or recommends engineering studies and designs and improvements to design efforts.

Establishes or approves functional criteria, performance requirements, and specifications, during the development phase. Specifies or advises on regulatory requirements, design standards, and related issues (e.

g., site configurations, adjacent construction, environmental permitting) for design criteria.

Conducts site visits during planning, design, and construction phases to inspect field conditions, monitor work, and evaluate the quality control work of others.

Reviews construction progress reports, shop drawings, material lists, and samples. Works with the engineer / architect of record to ensure contractor-submitted items meet design intent and project requirements.

Provides technical representation to the Office of the General Counsel in defending against contractor design construction claims, assisting in case strategy development.

Represents the Airports Authority with Federal, state, and local government organizations and transportation agencies.

Performs other duties as assigned.

QUALIFICATIONS

Minimum of six years of progressively responsible experience in building structural engineering, with emphasis on managing and coordinating building engineering projects through design and construction.

A master’s degree may substitute for two years of experience.

Proven ability to perform failure causes and origin analysis on building systems and author technical reports.

Knowledge of construction industry practices, quality control, safety requirements, and related standards, with the ability to apply these to building engineering and site design projects.

Familiarity and ability to coordinate with architecture, other engineering disciplines, and related fields (e.g., civil, environmental, electrical, mechanical) to review and advise on capital improvement project designs.

Ability to use AutoCAD and Building information modeling (BIM) software for reviewing design and construction documents.

Detail-oriented with strong structural analysis and design skills.

Ability to work effectively in a team environment and apply diversified knowledge of technology, materials, equipment, design concepts, and construction techniques.

Skill in using a computer, with emphasis on project management and construction and engineering systems / software.

Strong written and verbal communication and coordination skills.

PREFERRED QUALIFICATIONS

Passed National Council of Examiners for Engineering and Surveying (NCEES) Structural Engineering Exam or have Structural Engineer (SE) license distinction.

Experience with a wide range of structure types.

Experience with bridge structures and overhead sign structures.

EDUCATION

A Bachelor's Degree in Civil Engineering with a focus on Structural Engineering, or a related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

Licensure as a Professional Engineer (PE) in any U.S. State or Territory

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

May be required to work nights and weekends depending on project schedules and operations.

Is subject to adverse weather conditions and exposed to dirt, grease, odors, hazardous substances, and loud noise when visiting construction sites.

Wears protective equipment, as required.

A background security investigation will be required for all new hires.
