At Catapult, we are supporting our member, Water and Sewer Authority of Cabarrus County, in their search for an Assistant Engineering Director.

This is a fully onsite role in Concord, NC.

Summary

The Assistant Engineering Director performs difficult professional work relating to the planning, design, and construction of WSACC wastewater transmission / treatment facilities, providing WSACC technical lead and project management for major expense and capital improvement projects, organizing, analyzing and directing the operation of the wastewater collection system, interacting with staff and local government officials from jurisdictions / entities serviced by WSACC facilities, coordinating with local, State, and Federal regulatory agencies on WSACC projects / activities, and related work as apparent or assigned.

Work is performed under the general direction of the Engineering Director. Departmental supervision is exercised over all personnel within the department.

Essential Functions & Responsibilities

Oversees the operation and maintenance of the pump stations, reservoirs, subsurface treatment system, and related facilities for day-to-day coverage;

visits and inspects facilities.

Supervises and schedules assigned staff; participates in hiring; motivates, coaches and evaluates the performance of supervisors, utility maintenance technicians, and reservoir maintenance technician;

ensures proper training and certification of personnel; recommends and participates in disciplinary action.

  • Develops standards, policies, and operating procedures; recommends operational changes to the Engineering Director.
  • Develops short and long range plans / programs to expand and upgrade facilities and equipment to meet / improve services.
  • Researches and recommends strategies to meet new regulatory requirements.
  • Assists Operations Management team in NPDES permit preparation; submits applications for collection system permit renewals.
  • Manages activities of engineering consultants through Professional Services Contracts in regard to engineering planning / design / studies / reports, manages construction administration and observation, and project close-out for WSACC capital improvement projects;
  • manages analysis of operational and plant performance information received from WSACC Operation / Maintenance Department staff;

coordinating reviews among affected WSACC departments as needed.

  • Manages coordination, review, and finalization of applicable engineering contracts, construction contracts, supplier or manufacturer terms and conditions, right-of-way or easement acquisition documents involved with condemnations, and construction claims / disputes.
  • Coordinates with engineering consultants and responsible agencies to support obtaining permits required for construction.
  • Coordinates communication with engineering consultants and review of engineering documents among affected departments at WSACC.
  • Ensures compliance with Federal, State and local environmental laws; ensures compliance with permit requirements.
  • Assists with the preparation of the department operating and capital improvement budget; monitors expenditures.
  • Prepares bid specifications and Requests for Proposals (RFPs) for submittal to qualified professional / technical service consultants for WSACC capital / major expense projects (engineering design / study projects);

evaluates qualifications of consultants in relation to type of services to be provided; issues purchase orders; approves receiving records.

  • Manages WSACC wastewater flow acceptance process, coordinating with member jurisdiction representatives and WSACC Engineering Director and staff as needed for updates to the flow acceptance process and inventory of projects.
  • Promotes public relations between WSACC and customers, State agencies, and other government entities; educates the public by speaking to schools, civic organizations, and Town meetings.
  • Prepares agenda items memoranda for presentation to WSACC Board, including items such as planned capital projects, professional services contracts, policies / procedures, right-of-way issues, and construction contract awards.
  • Receives and responds to inquiries, complaints; investigates and takes necessary action.
  • Prepares a variety of correspondence and reports for senior management and applicable regulatory agencies, reviews state data and reports and other correspondence.
  • Serves as project manager for assigned capital projects.
  • Assists member jurisdictions with the identification of high inflow and infiltration locations within their systems; identifies where temporary meters should be installed;

coordinates installation and analyzes the data from the flow meters.

  • Assists with sewer flow data collection, analysis, and distribution of monthly bills and reports as needed.
  • Attends various meetings as required.
  • Assists the Engineering Director in managing the day-to-day operation of the Engineering Department.
  • Manages staff assigned to Engineering Department.

Education & Competencies

Bachelor's degree with coursework in chemistry, biology, environmental engineering, civil engineering, or related field and extensive experience in treatment plant management or water / wastewater engineering including some supervisory experience, moderate experience in wastewater engineering project design;

extensive experience in engineering plan review, construction administration, project coordination, bid coordination, and contract administration, or equivalent combination of education and experience.

  • Comprehensive knowledge of the principles, practices, and theory of civil engineering and contract management, thorough knowledge of process required to implement new data into the flow acceptance system;
  • thorough knowledge of the equipment and materials used in the construction of wastewater collection and treatment systems;
  • considerable knowledge of related engineering principles and practices, thorough knowledge of the operating characteristic and maintenance requirements of a wastewater treatment plant on a round the clock basis;
  • thorough knowledge of standard laboratory tests and procedures used in a water / wastewater treatment plant; considerable knowledge of hydraulics, chemical and mechanical principles pertinent to wastewater treatment plant operations;
  • considerable knowledge of applicable Federal, State, and local laws, ordinances, and permitting requirements; considerable knowledge of computer networking and control systems;
  • skill in the use of computers and calculators; ability to detect flaws in the operation of mechanical equipment and to determine proper remedial measures;
  • ability to interpret laboratory test results and to make modifications in treatment plant operations to adapt to changing conditions;

ability to communicate clearly complex oral and written instructions; ability to establish and maintain effective working relationships with regulatory officials, outside contractors, associates, and the general public.

Licenses / Certifications :

  • Possession of NC Wastewater Treatment Plant Operator certification desirable.
  • Possession of NC Wastewater Collection System Operator certification desirable.
  • Possession of NC Professional Engineer license.
  • Maintain the required continuing education credits for certification annually.
  • Valid driver's license in the State of North Carolina.
