Organizational Location : These positions are located in the Department of Homeland Security, Immigration and Customs Enforcement, Homeland Security Investigations, in Washington, District of Columbia.

Duties

As a Supervisory Management and Program Analyst (Division Chief), you will perform the following duties :

  • Serves as the Division Chief for Internal Operations, sharing responsibility for the oversight and administration of the full spectrum of mission support and management activities for a large organization;
  • Responsibilities include workforce management and strategic planning for human resource programs;
  • Serve as a troubleshooter on actual and potential problems in the field and keep senior executive leaders informed on all areas of concern related to the organization management functions;
  • Provide leadership for facilities & asset management; financial & acquisitions management; workforce management; budget formulation, strategic planning, program performance & coordination of all congressional requirements;

information disclosure and records management; and development and oversight of all organizational administrative policies, procedures, and delegation orders.

Requirements

  • You must be a U.S. citizen to apply for this position
  • You must successfully pass a background investigation.
  • You must successfully pass a drug screen.
  • Males born after 12 / 31 / 59 must certify registration with Selective Service.
  • Current Federal employees must have served 52 weeks at the next lower grade in the Federal service.
  • This is a full-time permanent position (Career / Career-Conditional appointment). A one-year probationary period may be required.

Qualifications

You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing duties such as :

  • Oversight and administration of the full spectrum of mission support and management activities, including facilities & asset management;
  • financial & acquisitions management; workforce management; budget formulation, strategic planning, program performance & coordination of all congressional requirements;

information disclosure and records management; AND

  • Development and oversight of organizational administrative policies, procedures, and delegation orders; AND
  • Oversee and review the expenditure of appropriated funds on a regular basis; AND
  • Authorize cost-saving initiatives to increase efficiency while reducing operating costs.

Qualification requirements must be met by the closing date of this announcement.

National Service Experience : Experience refers to paid and unpaid experience, including volunteer work. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees : Must disclose information to the Human Resources Office.
