This program requires US Citizenship or Green Card (Lawful Permanent Residents)Position Description : The client is seeking a Program Manager to oversee their partnerships with higher education institutions across Massachusetts.

The organization is committed to working with institutions to offer IT internships and projects in Artificial Intelligence (AI), Data Science, and Cybersecurity.

The client believes these partnerships can provide unique opportunities to bring the Client and IT students together to find technology solutions that enhance services for MA citizens.

The Program Manager will lead partner development efforts, act as a liaison between higher education institutions and the organization, oversee the planning and operational activities tied to specific projects, and ensure the success of each program from the student and organizational perspectives.

Higher Education Partnerships Include : AI Cohort : The client is looking to leverage student talent and explore the potential of generative Al applications in state government.

These partnerships will involve close collaboration with Commonwealth policy and technical staff, university staff, and student cohorts.

Students are paid under this partnership, and the university participates in supervising and administering the program.Data Academic Partnership : The client is looking to leverage student talent to work on data science projects within the state government.

In this model, higher education institutions provide a cohort of students to work on selected data-centric projects identified by the Commonwealth.

Students receive course credit, and the university participates in supervision and administration.Fellowship : The client recruits and selects individual students to join one of our IT teams for a specific period.

EOTSS supervises the student and program in this partnership, and the University pays the students.Summer Internship : The client recruits and selects individual students to join one of our IT teams over 10 weeks in the summer.

  • They supervise the students, administer the program, and pay them.Program Manager Responsibilities : AI Cohort and Academic Partnerships : Identify Commonwealth use cases in areas of Artificial Intelligence, Data, and CybersecuritySurvey Secretariats to gather interest in higher education partnerships within each technology areaCoordinate meetings with departments to vet use cases, forecast, and assess the feasibility of partnershipsDetermine resource allocation and team capacity for supporting internsWork with EOTSS leadership to select final projectsManage and coordinate all higher education initiatives : Coordinate with school and business to finalize use cases and build out project plans with milestonesWork with the Commonwealth supervisor to manage logistics and schedules and ensure student readinessAssist with any other planning and coordination that is neededAct as liaison between higher education institutions and the businessEnsure timely delivery of final deliverablesCommunicate regularly to key stakeholdersConduct an in-progress assessment of student success within the Commonwealth work environment, adjust as necessary, ensure the project is on track, and address any challenges or roadblocksManage program administration and coordinationMaintain accurate records of partnership agreements, communications, and activitiesPrepare detailed status reports on all partner programs, including progress, outcomes, and impactCommunicate insights to senior and executive-level leadershipCollaborate with the Finance department to ensure partnership activities are within budgetFellowship and Summer Internship ProgramsPartner with the recruitment team and hiring managers to coordinate the recruitment, selection, and placement of Fellows and internsDevelop and maintain relationships with higher education institutions to identify and promote student internship and Fellowship opportunitiesCreate, implement, and oversee summer program activities, including manager showcases, outings, meetings with the Secretary and other Executive leadership, and final presentationsEnsure quality work experiences for students by partnering with the IT business to develop and oversee initiatives that complement and enhance students’ academic and professional goalsConduct an in-progress assessment of student success within our work environment and evaluate their overall experience through surveys3-5 years in partnership development, program management, or related rolesPrior Government experience is preferredIn-depth understanding of partnership development and management within higher educationDemonstrated knowledge of technologies and IT areas such as Artificial Intelligence, Data, and CybersecurityAbility to serve as the primary technical lead and liaison between the organization and higher education partners, guiding technical discussions and translating complex technical concepts for various stakeholders to facilitate successful collaborationsProven ability to plan, execute, and oversee projectsStrong interpersonal skills, adept at fostering and maintaining effective collaboration, trust, teamwork, and respectExcellent time-management and organizational abilities, adept at managing multiple prioritiesProven ability to identify issues, analyze data, and develop practical solutionsProficiency in Microsoft Office Suite and project management toolsUnderstanding of budget and financial managementExtensive experience in the technology sector with a strong understanding of industry trends and terminologyPosition Details : The above salary range represents the range expected for the position;
