The City of Stamford is seeking qualified candidates for the part-time position of Program Manager, Stamford Veteran’s Resource Center.
General Statement of Duties : Under the general direction of the Director of Diversity, Equity, and Inclusion, the SVRC Program Manager is responsible for working with the Director of SVRC to develop and implement the policies and procedures for the center.
As the Program Manager, they will manage the administrative duties to run the center as well as be required to assist Veterans in obtaining educational, financial, social services and other benefits available through the Federal, State and / or local legislation.
Example of Duties :
- Plans, develops, and implements policies and procedures necessary to assist Veterans of the armed forces, their families, or survivors in obtaining educational, financial, social services, and other benefits available either through the Federal, State, or local legislation or from private organizations.
- Manages, administers, monitors, and oversees all operations and activities of the department in a manner that conforms to the mission, goals, and objectives of the City.
- Serves as the liaison between the department and the Veteran’s Affairs Committee, local units, and the public.
- Arranges for Veterans to apply for assistance from other community human services agencies providing for veterans and maintains relationships with these agencies to remain aware of the services that each offer.
- Meets with and gives talks to administrators, Veterans organizations, service clubs, private groups and interested citizens on the needs of Veterans and types of services provided and available to Veterans and their survivors.
- Provides comprehensive customer service, including delivery of accurate, prompt, and courteous assistance on complex policies, guidelines, and standard practices to internal and external customers, both verbally and in writing.
- Investigates and resolves complaints and concerns from customers and constituents.
- Directs and manages community or public relations activities, representing the Stamford Veterans RC to the public.
- Conducts or oversees a variety of special projects, including research, data analysis, and reporting related to the department’s function or mission.
- Develop and oversee all strategic and tactical marketing initiatives and plans inclusive of marketing, social media plans that have print, online, and social networking opportunities.
- Manage the content of City Veterans’ landing page and subsidiary sites to ensure that they are current, dynamic, and relevant.
Knowledge, Skills and Abilities :
- Ability to maintain confidentiality of sensitive and personal client information.
- Excellent communication skills demonstrated by their strong relationships throughout the Stamford community and their ability to influence people.
- Ability to interpret and explain complex policies, processes, regulations, and applicable laws in non-technical language.
- Advanced knowledge of Federal, State and local legislation, regulations, and ordinances relevant to the veterans; considerable knowledge of Federal, State and local legislation related to the special benefits and services for Veterans and their dependents.
- Ability to direct a Veterans counseling and assistance service and to supervise assigned personnel.
- Knowledge and ability to use a personal computer to prepare reports, maintain records, search for and compile data.
- Advanced interpersonal skills necessary to develop and maintain effective and appropriate working relationships with customers, co-workers, and representatives of other agencies.
- Ability to lead with vision, demonstrate strong leadership qualities, take initiative and drive organizational excellence.
- Ability to develop and execute strategic plans, champion and manage change, and articulate City leadership’s priorities.
- Ability to identify and resolve problems that may affect the mission of the SVRC and the City.
- Ability to represent the city appropriately and effectively at a variety of community events and activities in support of positive public relations initiatives and develop liaison relationships between the community and the City.
- Ability to think analytically and apply sound judgment, solve problems, make effective decisions, and act with integrity.
- Ability to accurately organize and maintain electronic files.
- Ability to maintain the confidentiality of information and professional boundaries.
Minimum Qualifications : Graduation from an accredited college or university with a bachelor’s degree or applicable work experience, Honorable Veteran Status, preferred.
