EXECUTIVE DIRECTOR, HUMAN RESOURCES

UC Law SF (formerly UC Hastings) was founded in 1878 as the law department of the University of California and was the first law school in California.

Over the years, it has built a legacy and reputation of being a preeminent institution comprised of renowned faculty committed to the study of legal theory and research, preparing students for careers in the judicial system, public service, and industry.

The College is redefining legal education through an experiential, interdisciplinary, and international approach to the law.

By integrating rigorous academics with hands-on practice, the College is preparing its graduates to tackle modern legal challenges.

THE ROLE & RESPONSIBILITIES :

Under the direction of the Chancellor & Dean, the Executive Director of Human Resources is the lead administrator for HR operations for the College and serves as a strategic partner to the executive leadership team in shaping the organization’s culture.

The position involves evaluating, recommending, developing, implementing, administering, and coordinating HR policies, labor contracts, HR programs and business processes in the areas or recruitment, employee on- and off- boarding, compensation and benefits, HRIS management, employee engagement, employee and labor relations, HR compliance, and talent management.

With expertise in organizational HR strategies, integration, planning and communication, the Executive Director guides and advises the Chancellor & Dean, Provost & Academic Dean, Chief Financial Officer, Associate and Assistant Deans, senior managers and supervisors on methods, approaches and best practices for administering academic and staff HR policies, programs and procedures.

The incumbent will counsel and advise on sensitive matters and work collaboratively across the functional lines of the College to improve HR practices and employee relations.

Areas of oversight include, but are not limited to :

Talent Management

  • Oversee recruitment and retention strategies and processes to attract talent.
  • Develop and implement a performance management program that promotes a culture of high performance.
  • Develop and administer learning & development programming to improve skills, maintain competencies, and share best practices with employees.

Employee Relations and Culture

  • Serve as a resource for employees in resolving conflicts in the workplace.
  • Oversee labor contract administration and negotiations with unions and serve as main point of contact for union representatives.
  • In collaboration with the General Counsel’s Office, oversee employee investigations and grievances.
  • Promote a positive organizational culture that supports diversity, equity, and inclusion

Organizational Strategy and Development

  • Serve on the Chancellor’s senior leadership team, providing guidance and insights on a variety of topics.
  • Develop and implement HR strategies in support of organizational objectives.
  • Lead organizational initiatives, including campus-wide events, to enhance employee engagement, productivity, and retention.
  • Lead change management initiatives and serve as a resource for internal communications.

HR Technology

  • Research, implement and administer HR technologies related to recruitment, performance management, and learning & development.
  • Serve as the primary location liaison for the UC systemwide HRIS software, UCPath, and the timekeeping system, TRS. Oversee local training, downstream integrations, and security provisioning in the system.
  • Serve as a location representative on the University of California Systemwide UCPath Advisory Board and UCPath Steering Committee.
  • Collaborate closely with the payroll and fiscal department to ensure accurate payroll processing and resolve complex issues related to pay and benefits.

Compensation & Benefits

  • Develop and manage a competitive compensation program supported by market research and data.
  • Serve as a local resource of employees with questions about UC benefits and serve as the liaison with UC systemwide benefits offices.
  • Manage the College’s leave of absence, worker’s compensation, commuting, and EAP programs

HR Compliance

  • Maintain, evaluate, update and administer the employee policy handbook and other College policies.
  • Manage the College’s health and safety programs and employee training initiatives.
  • Ensure compliance with federal and state and public sector regulations.

REQUIREMENTS :

Education & Experience :

  • Bachelor’s degree and a minimum of seven years of progressive HR experience, including at least 3 years supporting executives in a senior management role with direct reports.
  • Master’s degree, JD and / or HR certification (SHRM, SPHR) preferred.
  • Demonstrated experience developing HR strategies and managing HR compliance, preferably in the public sector or in higher education.
  • Experience or familiarity with union contract administration required.
  • Experience in California preferred.

Desired Knowledge, Skills & Abilities :

  • Knowledge of the higher education or public sector environment preferred.
  • Experience in directing and managing organizational change.
  • Excellent communicator with a diversity of communication styles, both written and oral.
  • Effective decision-making skills regarding hiring, evaluating and development of direct reports.
  • Excellent management skills that include collaboration, coaching and development.
  • Ability to build relationships and interact effectively with diverse audiences.
  • Demonstrated political acumen, tact, diplomacy and highest level of discretion and confidentiality in employee matters.
  • Strong working knowledge of union regulations, preferably in the public sector.
  • Experience in developing and maintaining employee compensation programs.
  • Experience in budget preparation, management and control.
  • Demonstrated knowledge of federal, state and local laws pertaining to personnel administration, classification and wage administration, recruitment and selection practices and benefit administration and supervisory principles and practices.
  • Strong working knowledge of employment laws and regulations (FMLA, ADA, EEO, etc.).
  • Experience managing employee investigations.
  • Ability to quickly learn new software and technologies.
  • Experience with PeopleSoft preferred.

This is an exempt, full-time opportunity. The salary range is $160,000 - $180,000 annually (commensurate with qualifications / experience), plus an excellent benefits package.
