Title : Senior Program Manager - Support Services
Reports to : Senior Program Director
Supervises : Direct reporting staff include : case managers, senior case managers (Support services volunteers also report directly to the Senior Support services Program Manager
Schedule : Mon - Fri 12pm - 9pm Flexible hours required - schedule may vary to include occasional weekend days and / or varying shifts due to programmatic need
Bilingual : Spanish / English strongly preferred
Status : Full-Time, Exempt (Salary)

SUMMARY
Sojourn's mission is to provide trauma-informed and culturally responsive services to individuals and families who have experienced domestic violence;
and empowers communities with the knowledge and support to build healthy relationships.
RESPONSIBILITES : Under the supervision of the Senior Director the Senior Program Manager will :
Provide oversight of operational components including accurate, up-to-date data collection, quality assurance and contract management adhering to guidelines set by DV best practices and standards.
Includes but is not limited to :
o Daily operation of direct service support services program in compliance with program / contract compliance as per guidelines and requirements mandated for DV programs, regularly reviewing logs, records, and data.
o Assist with client crises as needed (conflicts and complaint resolution, safety planning, etc) using trauma-informed de-escalation and mediation techniques.
o Work in coordination with Senior Director to provide leadership development and in-service training for support services staff programmatic development, to ensure implementation of empowerment model, harm reduction and trauma informed care methodologies and DV best practices in every aspect of client care and service;
o Determine eligibility for program services for potential program participants (identified by Sojourn DV hotline screenings).
- o Ensure timely and accurate documentation of services through timesheets, case notes, incident reports, etc;
- Actively participate in DV Coalitions, DV Management and DV council meetings. Attend Manager's meetings, agency-wide retreats, and other agency collaborative events.
- Maintain and develop collaborative relationships with funders, partnering agencies and community organizations.
- Recruit, hire, train and supervise management, staff and volunteers within the guidelines of The People Concern personnel policies, adhering to trauma-informed, harm reduction, non-violent philosophy;
including, Provision of weekly supervision, self-evaluation and program evaluation to staff
- Fill in for on-call status and shifts with other managers as needed
- Provide direct client services back-up support and program coverage as needed, including emergencies, vacation & sick time in cooperation with support services staff;
- must be prepared to sub another's role when needed (including occasional overnight shifts when needed)
- Ensure adequate tracking of expenditures within the program's budget.
- Work with TPC fundraising when needed to assist with in-kind and monetary donations
- Ensure development and maintenance of working relationships with other community agencies; including, occasional presentations / trainings to the community
- Assist with facilitation of inter-agency trainings related to Domestic Violence
- Coordinate with Operations Department to manage support services site in the areas of health, safety and emergency preparedness on a daily basis
- Constant communication and coordination between Sojourn programs through teamwork with management
- Develop and implement maintenance routines, shift duties, check lists to ensure adherence with county health standards
- Work closely with other TPC departments to develop and implement referral and case collaboration for program participants
- Consistently develop and ensure access to effective up-to date resources for program growth and gaps in client services
- Oversight of staff scheduling and timecard approvals
- Other duties as assigned.
Specific Duties-Operations :
- Ensure that support services property and its surroundings is well maintained and clean
- Regularly inspect facilities to verify clean, sanitary conditions.
- Report any maintenance issues or need for repairs to supervisor in a timely fashion.
- Regularly inspect facility / beds to ensure they are in working order.
- Train support services staff in proper protocol for site maintenance.
- Oversee monthly safety and fire drills are conducted
Other Duties
- Responsible for safe storage and responsible and ethical use of all donated or purchased materials
- Required to lift and carry heavy bundles and items, donations and residents' belongings
- Required to transport clients and clients' belongings
- Occasional court accompaniment / translation services
- Responsible to assist staff in maintaining a culturally sensitive support services environment
- Use of own vehicle; responsible to carry all auto insurance legally required in State of California
- Required to be fingerprinted and screened for tuberculosis
- Other duties as assigned
QUALIFICATIONS :
- Four years' experience in supervision of staff in a social services program; Domestic Violence support services experience preferred
- Extensive experience working with underserves, vulnerable populations.
- Extensive understanding of Domestic Violence Survivor population and their specific needs for services.
- Trustworthy, honest, and team player.
- Ability to support program participants and staff with dignity and respect at all times. Must engage participants and staff in positive interactions and troubleshoot problems as they surface.
- Must exhibit sound decision-making in high stress situations. In particular, related to crisis response and safety planning.
- Ability to work with a diverse population and implement cultural responsiveness
- Ability to handle communications with public, TPC staff and volunteers via phone or in person.
- Literate with the ability to operate basic computer functions. Proficient in Microsoft WORD, Excel and PPT
- Ability to maintain and ensure client confidentiality throughout the program.
- Able to supervise sanitary conditions at all times in all areas including, client rooms, general areas, and communal living areas.
- Willingness to work flexible hours as needed, and handle emergencies which may occur daily, nightly, or overnight.
- Use of own vehicle; responsible to carry all auto insurance legally required in State of California
- Strong leadership skills with an ability to develop, facilitate and implement programmatic policy / procedure
- Willingness to receive 40-hour Domestic Violence Training
Work Environment
- Combination of field and office environment
- Regularly required to sit, stand, bend; occasionally lift or carry up to 35 lbs.
- On occasion walk or drive to different local sites
- Will necessitate working in busy and loud environments
- Will be exposed to elements like cold, heat, dust, noise and odor
- May need to bend, stoop, twist and sit throughout the day
