ABOUT MTC

MTC was created by the California Legislature in 1970. The federal government, state Legislature and Bay Area voters have assigned MTC a wide-ranging portfolio of duties.

For starters, MTC is the metropolitan planning organization for the nine-county San Francisco Bay Area. MTC is also the regional transportation planning agency for the Bay Area.

MTC directly distributes more than $700 million a year to local public transit agencies and other recipients, and prioritizes requests from local agencies for millions more in scarce state and federal funds.

Acting as the Bay Area Toll Authority, (BATA) MTC collects in excess of $600 million a year in bridge tolls, and allocates these funds for the operation and upkeep of the region's seven state-owned toll bridges.

ABOUT THE ROLE

The Program Coordinator Safety / Vision Zero, Access and Mobility role will be filled at the Assistant / Associate level and is under the general supervision of an Assistant Director.

The Program Coordinator for Safety / Vision Zero, Access and Mobility, as a member of the Funding Policy and Programs section staff, will be responsible for managing the Regional Safety / Vision Zero Program.

Additionally, they will be responsible for leading and participating in plans, programs, and projects at MTC and with partner agencies for transportation disadvantaged populations.

The Program Coordinator may also provide policy and program management assistance to various key agency projects.

Project Support

Regional Safety / Vision Zero Program

Program Management : Lead and manage the Bay Area Vision Zero Program, including the development and execution of the Bay Area Vision Zero Action Plan and the Bay Area Vision Zero Data System.

Responsibilities include leading regionwide safety policies, planning and coordination. Other responsibilities include developing RFPs, authoring and executing contracts with consultants, and collaborating with consultants and Caltrans to further improvements in safety in the region.

  • Vision Zero Working Group : Coordinate quarterly Bay Area Vision Zero Working Group meetings and newsletters.
  • Stakeholder Coordination : Collaborate with partners on Vision Zero projects, attend county Vision Zero task force meetings, provide updates on MTC's program, and support stakeholders in using the BAYVIZ tool.
  • Funding Component : Work with various funding staff (at MTC, Caltrans etc.) to execute and administer the grants to deliver the various components of the Vision Zero program for e.

g. provide technical assistance for developing or implementing Local Road Safety Plans, develop a regional safety campaign, coordinate peer exchanges and workshops, and improve access to safety data.

Bay Area Vision Zero System (BayVIZ ) : The (BayVIZ) System is a dashboard that will improve access to safety-related data and analysis tools, with the goal of reducing traffic fatalities in the nine-county region.

This role would include overseeing updates and maintenance to the tool and data system and respond to requests for safety data analysis from stakeholders.

Access and Mobility Initiatives

Community Action Resource and Empowerment (CARES) Program : Oversee the Participatory Budgeting process and project implementation for High Priority Neighborhood-level projects.

Responsibilities would include policy development, project management, implementation, project monitoring, reporting and evaluation.

Will involve working with County Transportation Agency (CTA) staff, project awardees, contractors, residents of Equity Priority Communities (EPCs,) and serving as a subject matter and process expert representing MTC.

FTA Section 5310 : Administer federal funds that support the delivery of transportation projects that serve older adults and people with disabilities throughout the Bay Area.

This role would include working with project sponsors, including government and non-profit partners, to identify and submit projects for funding consideration, and liaising with Caltrans on grant administration.

Transportation Network Company Access for All : The state of California has created this new funding program that will increase the availability of on-demand transportation for people with disabilities.

This role would involve working with state and county partners to administer the funds.

Policy Analysis / Program Management

  • Provide input on policies, programs, and planning efforts with MTC and at CTA's, cities, counties, and private, non-profit human services transportation programs.
  • Communication : Provide updates to the relevant working groups on available transit funding opportunities
  • Serve as a liaison to transit accessible services and paratransit staff, CTAs and paratransit coordinating councils, regional mobility management group, mobility managers and CTSAs, and counties agencies on specialized transportation plans, programs and projects

MINIMUM QUALIFICATIONS

An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying.

A typical way of obtaining the required qualifications is :

Education : A Bachelor's degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration.

A Master's degree is desirable. Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.

ASSISTANT PLANNER / ANALYST

Experience : One year of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration

ASSOCIATE PLANNER / ANALYST

Experience : Two years of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration
