PATH seeks a Director of Finance and Administration (DFA) for an anticipated global program focused on supporting local innovative financing and market access, funded by the US Agency for International Development (USAID).

The program will provide support services and technical assistance using a range of market access and innovative financing expertise to improve global health outcomes.

This expertise may include (but is not limited to) market research, introduction strategy development, market shaping analysis, financing strategy development, capital catalyzation, value-based care optimization.

The DFA will be responsible for the overall financial management of the project. The position will oversee procurement, grants, construction, logistics, human resources, accounting and finance, and records.

This individual will be responsible for managing the award budget and preparing financial reports for submission to USAID.

The DFA will ensure funds expended are compliant with US USAID regulations and policies.

Please note this position is contingent upon award to PATH and approval from USAID.

Responsibilities :

  • Lead program annual budget development process, including managing the annual work plan, life-of-project and activity budgets and ensuring compliance of program expenditures with approved budgets.
  • Maintain systems for project budget monitoring and tracking that include financial data. Provide routine pipeline analyses to the Project Director and USAID.
  • Perform routine financial analysis on project expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to ensure efficient and sound project management.
  • Responsible for coordination of small grants program activities. Work with project staff, other PATH staff, and partners to draft, manage and monitor implementation of small grants / grants under contract.
  • Monitor adjustments to the annual budget whenever required.
  • Coordinate monthly requests of funds based on budget and cash flow projections to ensure the project has all the necessary funds for the operations.
  • Review purchase orders and confer with team leader for approval, prior to issuance of the purchase orders for project procurement of commercial goods and services within agreed upon thresholds.
  • Ensure all project staff are trained on USAID rules and regulations and compliance requirements; provide regular training and coaching to staff on donor regulations, grant management systems, financial management, procurement, and HR and administrative procedures.
  • Ensure timely submission of administrative and financial reports to PATH leadership as required.
  • Ensure that the established financial management systems, procedures and controls are in line with PATH's policies and procedures.
  • Lead the collection of all audit requests. Liaise with project staff to ensure all documents and materials are promptly sent and fulfill all of the auditors' requests.
  • Manage the project's accounting and finance staff; provide training, coaching, guidance and technical support to admin and finance team members as required.
  • Monitor project burn rate and support the development and improvement of pipelines, grant trackers, accruals, and spending projections.
  • Work closely with USAID procurement and project administrative team to ensure compliance and effective finance and operation management as per USAID guidelines and principles.

Required Experience :

  • Master's degree in business administration, finance, accounting or other relevant discipline or equivalent experience.
  • At least 10 years of experience managing finance, procurement, contracts management, construction, logistics and / or human resource related matters for development activities of similar dollar value.
  • At least eight years' experience in financial and operational management of complex international development assistance programs.
  • Significant experience with USAID-funded projects.
  • Thorough knowledge of USAID financial reporting and compliance requirements.
  • Strong leadership, mentoring, management, planning, analytical and organizational skills demonstrated by ability to work both independently and within a team.
  • Proven leadership and capacity in negotiation and conflict management and ability to manage a diverse team.
  • Demonstrated experience to provide technical assistance to organization and conduct trainings.
  • Excellent analytical, oral and written communication skills with fluency in English.
  • Proficient computer skills.
  • Experience in maintaining excellent communication with program and organizational leadership.
  • Full professional proficiency in English, with excellent oral and written communications skills.
  • Ability to interact professionally in French and / or Portuguese an advantage.
  • Experience living and working in low- and / or middle-income countries an advantage.
  • Available to travel nationally and internationally up to 25%.
