Responsibilities

The individual selected for this position will serve as Senior Project Manager of the Program Management Office (PMO) and will work with the PMO management team, technical teams, and sponsor’s mission-partners to ensure goals and requirements are gathered, clearly articulated, documented, and tracked to closure.

The individual will also be responsible for working with internal and external stakeholders in supporting a highly visible and highly paced global network project that leverages engineering management principles.

Role and Responsibilities :

  • Lead a team of professional and technical personnel performing in their regular disciplines and collaborate with other team leads to advance the PMO’s mission.
  • Responsible for the performance of a project or multiple projects as part of a larger technical program in accordance with contract requirements and company policies, procedures, and guidelines.
  • Responsible for all aspects of the development and implementation of assigned projects and single point of contact (POC) for those projects.
  • Plan, conduct and supervise assignments to members of the team and / or members of other teams, involving assigned projects or multi-team projects.
  • Direct and supervise all support resources for the performance of assigned project tasks and activities.
  • Provide feedback on assigned staff for the Program Manager to perform evaluations and salary reviews. Responsible for upholding company policies on behalf of the Program Manager.
  • Take projects from original concept through final implementation. Interact with multiple external stakeholders at various employee levels (to include Senior Executive Leaders).
  • Monitor and manage team projects utilizing the sponsor’s action tracking system.
  • Prepare and approve Standard Operating Procedures (SOPs), Protocols, and other technical documentation as required by the PMO.
  • Coordinate with and support sponsor’s leadership in finalizing responses to incoming actions, trackers or other inquiries related to the program.
  • Participate in the development and execution of budgets, spending plans and other strategic tools.
  • Experience with executive level engagement(s) and communication(s); meetings, briefings, written and interpersonal communications, etc.

  • Strong oral and written communications skills. Demonstrated experience facilitating discussions on technical issues and the ability to convey technical information to non-technical individuals.
  • Skilled in developing strategies, managing projects, solving complex problems, and improving processes.
  • Ability to operate / navigate in ambiguous situations; to include the ability to put plans in place, lead those plans and ensure progress and completion.
  • Critical thinking skills sufficient to make sound and timely recommendations in unique situations, considering alternate actions.
  • Process oriented, conceptually driven, and possess the ability to work collaboratively across organizational boundaries and with various employee levels (to include Senior Executive Leaders).
  • Demonstrated expertise in supporting complex organizations and fast-paced operational environment.
  • Demonstrated on-the-job experience coordinating and working action items to completion.
  • Organizational, collaboration, negotiation, and interpersonal skills to effectively complete tasks.
  • Demonstrated expertise with a minimum of 12 years Project Management in Information Technology or Business Operations disciplines.
  • Experience Managing subordinates and / or experienced professionals who exercise significant latitude and independence.
  • Experience with Cloud Service Providers
  • Able to supervise and manage personnel.
  • Knowledge of network operations principles.
  • Knowledge of ServiceNow, SharePoint (Creative Cloud), and / or JIRA
  • Knowledge of Integrated Master Plans and Schedules

Qualifications

  • Must possess and be able to maintain a TS / SCI with a polygraph
  • BS 12-15, MS 10-13, PhD 8-10 (or equivalent experience) in Computer Science, Information Systems, Engineering, Business, or a scientific or technical discipline
  • Ability to fully coordinate master project schedules
  • Ability to coordinate information flow occurs between all programs and organizational managers
  • Ability to establish functional and technical specifications and standards, solve hardware and software interface problems, define input / output parameters, and ensure integration of the entire system or subsystem

  • Ability to test and evaluate hardware and software to determine efficiency, reliability, and compatibility with existing systems
  • Identifying measures or indicators of system performance and the actions needed to improve or correct performance, relative to the goals of the system
  • Ability to work in a dynamic and challenging environment
