ITD has an opening for a Program Manager, Transportation in our Environmental Services Section. This position is located at our Headquarters location in Boise, ID.

The Environmental Service Manager is responsible for ensuring the ITD Division of Highways complies with federal and state environmental laws, regulations, orders and policies.

This compliance includes a wide variety of regulations including NEPA / Public Involvement, Air Quality, Endangered Species, Cultural Resources, Water Quality and Permitting, Hazardous Materials and Waste, Section 6(f) of the Land and Water Conservation Act, Farmland Protection Act, Environmental Justice and DOT requirements such as Traffic Noise and Section 4(f) DOT Act.

This position will be based in Boise at the ITD Headquarters office. Some statewide travel may be required.

Responsibilities : Technical :

Technical :

  • Approve environmental evaluations for transportation projects.
  • Ensure legal compliance with environmental regulations and policy.
  • Resolve conflicts on environmental matters and solve complex problems.
  • Plan and manage the environmental program.
  • Review and comment on federal and state rulemaking.
  • Provide interpretation of regulations and requirements to department.
  • Provide Division of Highway’s environmental policies, guidance, standards and strategic goals.
  • Coordinate / liaison with federal or state environmental agencies; manage relationship and communications, dispute resolution and enforcement issues.
  • Manage agreements with external agencies.
  • Develop streamlining tools.
  • Identify and assess compliance risk.
  • Conduct statewide program reviews.
  • Meet project delivery standards.
  • Collect data for performance measures or assessments.
  • Present on environmental topics.
  • Make recommendations to executive management.
  • Prepare support data for legal counsel.
  • Provide technical support to statewide environmental training efforts.

Management :

  • Establish program goals and objectives for various regulatory programs based on the department's mission and goals.
  • Provide program consultation and coordinate program activities with other department units as well as other agencies and contractors to ensure program effectiveness.
  • Confer with state, federal and department staff on state and federal requirements.
  • Responsible for program compliance with all mandated requirements.
  • Maximize use of program and department resources to support program quality and innovation.
  • Establish measurement processes / methods for assessing program outcomes or progress toward goals.
  • Hire and train staff.
  • Assign work and evaluate performance.
  • Develop and control program budget.

Public Relations :

  • Official department representative in communicating environmental program policies and practices.
  • Address complex issues that have an impact on the program integrity and credibility of the department.
  • Collaborate and partner with other entities to resolve obstacles.
  • Respond to inquiries from the public, media, and government officials.

Minimum Qualifications :

  • Managing a program or major project including the development of scope, goals, work plans, timelines and implementation strategies.
  • Supervising staff.
  • Developing operating policies and procedures.
  • Preparing an operating budget.
  • Writing narrative reports outlining conclusions and making recommendations for consideration by top-level management.

Desired Qualifications :

  • Knowledge of a wide variety of regulations including NEPA / Public Involvement, Air Quality, Endangered Species, Cultural Resources, Water Quality and Permitting, Hazardous Materials and Waste, Section 6(f) of the Land and Water Conservation Act, Farmland Protection Act, Environmental Justice and DOT requirements such as Traffic Noise and Section 4(f) DOT Act.
  • Experience in reviewing environmental documents and ensuring legal compliance with environmental regulations and policy.
  • Experience in providing interpretation of regulations and requirements to department.
  • Involvement in collaboration with FHWA and other state and federal agencies.
