Duties

  • Ensures the development of workforce requirements in the administration of human capital functional areas including recruitment and placement, position classification and pay management.
  • Assist the supervisor with building and facilities management, operations, and facilities maintenance issues for assigned office.
  • Develops ways to resolve problems or cope with issues that affect the accomplishment of goals and objectives.
  • Manages tasks toward developing comprehensive plans and strategies for the internal and external integration of daily and long-range projects.
  • Evaluates work processes, management policies, and procedures to ensure compliance.
  • Develops short and long-range program planning guidance of the human resource financial requirements of the office.
  • Applies technical knowledge of a wide range of analytical methods to assess and evaluate the status, effectiveness and efficiency of programs assigned.
  • Administers the civilian employee timecard management system.
  • Works with travelers on work related travel to troubleshoot system issues as a Federal Agency Travel Administrator (FATA).
  • Reviews office presentations, correspondence, publications, regulations, and administrative procedures to ensure prescribed standards are consistent with OM, OTS, and OHCM requirements.
  • Prepares administrative status reports considering factors such as actual accomplishments versus established goals.
  • Develops required procurement documents.
  • Attends office and Center-level meetings on matters of mission, function changes, programming, resource needs / changes, etc.
  • Provides managers and supervisors with continual guidance and information on new and changing policies, rules, procedures, etc.

Qualifications

The position of Management Analyst falls within the 0343 occupational series. To qualify for this position at grade GS-9 / 11, you must meet requirements by 11 : 59 pm EST on 09 / 20 / 2024.

Minimum Qualifications :

Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time.

Specialized Experience :

To qualify for the GS-09, you must have one year of specialized experience, equivalent to the GS-07, in the Federal Service;

identifying program challenges and recommending solutions.

  • OR Have completed a Master's (or equivalent graduate degree) in a course of study that directly reflects the job-related KSAs / competencies necessary to satisfy the minimum qualifications.
  • OR Have a combination of specialized experience and graduate education when combined, equal 100% of the total requirement.

Specialized Experience for GS-11 :

  • You must possess one year of specialized experience equivalent to the GS-09 level in the Federal Service to include three or more of the following : 1.
  • Researching and interpreting policies; 2.) Attending meetings and conferences; 3.) Administering timecard management systems;

4.) Troubleshooting travel system issues.

  • OR Have a Ph.D. or equivalent doctoral degree in a course of study that directly reflects the job-related KSAs / competencies necessary to satisfy the minimum qualifications.
  • OR Have a combination of specialized experience and graduate education when combined, equal 100% of the total requirement.

Education :

TRANSCRIPTS : Positions which are scientific or technical in nature often have very specific educational requirements. You must submit an official transcript or list including courses, grades earned, completion dates, and quarter and semester hours earned.
