Real Property Appraisal Review And Evaluation

The employee in this class is responsible for the review and evaluation of real property appraisals completed by appraisers contracted by the County. The employee assists in the collection of data to establish fair market values of parcels of property and exercises considerable independent initiative and judgment in the review of appraisals. Does related work as required.

Key Elements Of The Role

  • Review all appraisals to determine compliance with basic principles of appraisal practice has been observed.
  • Review all appraisals to determine whether all necessary documentation and information is present in accordance to the Scope of Work. To make certain that the fair market value for the parcel to be acquired is obtained, based upon knowledge of appraisal techniques, geographic and economic factors.
  • Review and reconcile multiple appraisals for final determination.
  • Recommend the employment of consultant appraisers.
  • Refer unacceptable appraisals back to the consultant appraisers for further consideration.
  • Complete field reviews of all appraisals received. The field reviews are typically preceded by a verification of sales (via deed search), property ownership, taxes, zoning, and other general data. The field reviews include an inspection of the subject property and all comparable sales utilized in the consultant appraisal report(s), in addition to any and all consultations with Town, Village, Board of Health, DEC, and other regulatory agencies.
  • Complete in-house appraisals, rental analyses, and related valuations for a variety of other Suffolk County Units, including (a) fair market rental analyses for legislative offices and a variety of agencies, departments and divisions within the County, (b) fair market rental analyses for Parks Department, (c) other market analyses (rental, acquisition, farmland, development rights) at the request of Law Department, Department of Public Works, County Executive and others.
  • Oral presentations regarding appraisal reviews to the Environmental Trust Review Board.

    Minimum Qualifications

    Open Competitive

    Either :

    a) Graduation from a college with federally-authorized accreditation or registration by NY State with a Bachelor's Degree, and five (5) years of experience in real property appraisal, two (2) years of which must have been in a management capacity;

    OR

    b) Completion of sixty (60) credit hours from a college with federally-authorized accreditation or registration by NY State, and seven (7) years of experience in real property appraisal, two (2) years of which must have been in a management capacity.

    This Role Is A Provisional Appointment

    A provisional appointment, which occurs only in the competitive class, is a temporary appointment to a position for which no eligible list exists or for which an eligible list exists with fewer than three candidates who are willing to accept the position. In order to become permanent, the employee who is provisionally appointed must take the next examination for the position in question. The appointment to the position is then made from among the three highest scoring passing candidates who indicate their willingness to accept the position. Civil Service law does not compel the appointing authority to choose the provisional employee should he or she be one of the three candidates
