The Executive Office of Health and Human Services (EOHHS) seeks a Chief Financial Officer. The EOHHS Chief Financial Officer (CFO) will manage the EHS Office of Financial Management (OFM).

OFM is directly responsible for the budgeting for the Office of the Secretary and oversight and coordination of the annual budget for all EOHHS agencies.

OFM is directly responsible for EHS accounting, including all accounts payable, receivable activity, and the procurement process supporting the EHS operating budget.

Additionally, OFM is responsible for revenue management, including forecasting and federal claiming. Overall, the CFO works collaboratively with the EOHHS agency CFOs in the management of the $29B EOHHS budget and $11B in departmental revenues.

We’re searching for a CFO who is up for the challenge of meeting the ever-expanding expectations of various stakeholders with constrained resources.

Each year brings new state legislative mandates, regulations, executive orders, federal laws, rules and regulations, and other new demands.

Reporting to the Assistant Secretary for Administration and Finance, you will be charged with the critical role of ensuring effective financial management of EOHHS to support the Secretariat’s priorities and ensure that limited resources are used efficiently within the constraints of state finance law.

You will work collaboratively with the Chief of Staff, Deputy Chief of Staff, and the Director of the Office of Medicaid.

Daily, you will interact and rely on the advice of the Deputy General Counsel and General Counsel, the Chief Information Officer, the Chief Administrative Officer, and the Director of Compliance.

You will work closely with budget staff (CFOs and Budget Directors) from other EOHHS agencies and interact with budget staff from other non-EOHHS agencies as well as senior-level staff from the Office of the Comptroller, Executive Office for Administration and Finance, the House and Senate Ways and Means Committees, Treasurer’s Office, Executive Office of Technology Service and Security, and the Operational Services division as well as the State Auditor, Inspector General, and Attorney General’s office.

Occasionally, you will partner with external (to state government) organizations such as providers / vendors, including UMass Medical School and Public Consulting Group, advocacy groups, non-profits, and other stakeholders.

The CFO also interacts with federal agencies such as the Centers for Medicare and Medicaid Services (CMS) and the federal Office of Inspector General.

As CFO, your role is collaborative in nature and an integral part of the Secretariat. You will provide the leadership, management, and vision necessary to ensure that EOHHS has the proper operational controls, administrative and reporting procedures, and financial strength and efficiency.

Duties and Responsibilities (these duties are a general summary and not all-inclusive) :

  • Ensure Key Annual Budget Exercises are managed effectively and support Secretariat Priorities : Ensure the spending plan development and review process, the development of the Governor's budget recommendations (House 1), the progress and tracking of legislative budgets, and the review of the conference budget and veto exercise are all managed as efficiently and effectively as possible and, to the extent possible, reflect secretariat priorities.
  • Support Secretariat-wide Fiscal Priorities and Sound Financial Management : Identify spending and other management issues through routine (monthly) meetings and regular communication with EOHHS agencies.

Develop and review with agencies monthly spending reports to ensure spending is on track. Develop strategies to decrease the overall growth rate of expenditures, meet or exceed annual budget expectations, and implement action plans to address deficiencies.

Continue to work towards obtaining consistent programmatic and budget information. Perform risk assessment across fiscal operations.

Promote quality control and continuous quality improvement. Continue to ensure appropriate coding and processes for expenditures and revenue claiming.

EOHHS Financial Managers-Achieving Our Collective EOHHS Agenda : Work closely with agency CFOs and financial managers to ensure effective financial management.

Provide timely, efficient service to all agencies. Provide appropriate attention and follow-up to requests and agency-sponsored initiatives.

Balance role as an agency advocate against responsibilities to EOHHS and oversight agencies. Identify barriers to success and communicate and implement solutions.

Effectively communicate upcoming issues and timeframes; ensure effective communication of agency issues to administration and legislative staff.

Ensure appropriate vehicles to promote and maintain effective communication among stakeholders.

  • Accounting : Provide oversight and guidance for the Director of Accounting to ensure that accounting activities are performed effectively and efficiently.
  • Revenue Management : Provide oversight and guidance for the Director of Revenue to ensure that revenue management, forecasting, and revenue-claiming activities are performed effectively and efficiently.

Preferred Qualifications :

  • Extensive experience in public finance and state budgeting.
  • Demonstrated understanding of state finance law.
  • Experience with and understanding of the principles of program integrity in sound internal control.
  • Experience with and understanding of the principles of public accounting.
  • Extensive experience with financial reporting.
  • Must have sound negotiation skills.
  • Excellent critical thinking and analytical skills.
  • Superior computer skills and experience building models using Excel or other quantitative software packages.
  • Strong communication skills as evidenced by preparation of oral and written materials, including presentations, proposals, reports, memoranda, and correspondence of both a technical and confidential nature.
  • Outstanding analytical skills and ability to develop solutions and recommendations in monthly operations, cost / benefit comparisons, metrics reporting, and analysis of budget variances and forecasts that reflect a sound knowledge of financial accounting and business operations.

MINIMUM ENTRANCE REQUIREMENTS : Applicants must have at least (A) seven (7) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.

e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least four (4) years must have been in a managerial capacity.
