SUPERVISES : Grants Management Support Staff as assigned
POSITION SUMMARY : The Manager of Grants is a key leadership role within Hartford Public Schools, reporting directly to the Chief Financial Officer.
This position is responsible for overseeing the district’s comprehensive grant program and has primary responsibility to provide effective leadership, coordination, direction, and oversight in developing, improving, and maintaining a strategy-driven, and compliant program of federal, state, and private grants.
The manager ensures that all grant-funded initiatives align with the district’s strategic goals to accelerate equity and organizational excellence.
Key responsibilities include :
- Developing and managing grant-funded programs
- Implementing systems for grant compliance and financial oversight
- Coordinating cross-departmental efforts for effective grant utilization
- Providing training and support to staff on grant management
- Overseeing complex entitlement grants, including Title I programs
- Engaging with community stakeholders and managing external audits
The ideal candidate will possess strong leadership, financial management, and communication skills, along with extensive experience in grant administration within an educational context.
This role is critical in maximizing the district's grant funding opportunities and ensuring their strategic application to support student success.
RESPONSIBILITIES and ESSENTIAL FUNCTIONS :
- Provide leadership for federal, state, and private grant-funded programs
- Ensure effective development and management of grant programs, including identification and pursuit of funding opportunities
- Coordinate complex entitlement grants, including Title I programs
- Implement management systems and processes to ensure compliance with federal / state laws and regulations
- Provide oversight for financial management of grant funds in accordance with applicable rules and fund source guidelines, including budget preparation, budget adjustments, and expenditures
- Implement budgetary and fiscal controls
- Create and communicate an annual schedule for grant application, monitoring, and reporting with clear timelines, identification of responsibility, and deadlines for each step of grant to ensure draw down and spending completion
- Support departments in strategic planning for supplemental educational services
- Collaborate with financial team for comprehensive budgeting
- Create and facilitate workshops to increase staff skills in obtaining funds
- Organize and deliver training on grant management and online processes
- Assist Program Owner of grants in their roles and responsibilities with respect to management, monitoring, and reporting
- Disseminate information concerning federal and state programs to community and professional organizations
- Partner with the Office of Strategic Partnerships and Fund Development to engage families and community stakeholders in activities related to federal and state programs
- Process, monitor, and coordinate required evaluations on existing grants
- Compile and maintain required reports, records, and documents
- Coordinate formal agency audits or interim reviews of grants by federal / state agencies
- Assist in the integration of standards for instruction as part of the district and school plans for excellence and accountability;
Coordinate the periodic report of the effectiveness of the plans as it relates to federal, state, and private funded grants
Perform other duties as assigned by supervisor
SKILLS, KNOWLEDGE, QUALIFICATIONS AND EXPERIENCE :
- Bachelor’s degree required; Master’s degree in business administration, education leadership, or related field preferred
- Minimum five (5) years’ experience in fiscal or grant management, preferably in public education
- Demonstrated experience in grant applications, securing, implementing, monitoring, and reporting
- Comprehensive knowledge of public sector multi-fund budget and finance procedures
- Demonstrated knowledge of state, federal formula grants, including Title I
- Proficiency in Microsoft Office Suite, including PowerPoint, Access, and Excel
- Familiarity with state and federal reporting and guidelines
- Ability to design, deliver, and assess training programs
- Strong leadership, communication, and organizational skills
- Skill in creating and monitoring systemic processes and procedures
- Capability to evaluate staff according to Board policies and practices
- Ability to prioritize workflow, adjust to changes in work assignments, and to work well with others to complete required projects / reports
- Ability to work under pressure and within aggressive timelines
- Demonstrated success in team building and strategic planning
- Ability to work independently and maintain confidentiality
- High ethical standards
CERTIFICATION REQUIREMENTS : None
SALARY AND TERMS OF EMPLOYMENT : This non-bargaining position has a 12-month work year. Salary is commensurate with education and experience.
The salary range for this position is $95,000 - $135,000.
EVALUATION : Evaluated annually
