Rutgers, The State University of New Jersey, is seeking a Manager of Planning and Development for the Division of Institutional Planning & Operations (IP&O).
Under broad direction from the Assistant Director this professional is responsible for managing a variety of physical planning initiatives for Planning, Development, & Design as well as serving as a liaison to various sectors of the Division of Institutional Planning & Operations and University.
This position requires experience in project management, planning project development, and design review.
Among the key duties of this position are the following :
- Execute the duties of the position with a moderate level of independence.
- This position has statewide responsibilities and therefore addresses urban, suburban, and rural projects as well as a wide variety of academic, administrative, research, healthcare, and infrastructure projects.
- The position supervises an Assistant Planner to ensure that various elements developed by the Assistant Planner are accurate and comprehensive to address the needs of various projects.

Seniority Unit Terms of Appointment Staff - 12 month Position Pension Eligibility ABP Qualifications Minimum Education and Experience
- Bachelor’s degree or higher from a college or university having a planning curriculum accredited by the Planning Accreditation Board.
- A minimum of five (5) years of experience in the field of urban planning.
- A Masters degree in City & Regional Planning or Urban Planning would substitute for two out of the five years of planning experience.
- One (1) year of project management experience is necessary to ensure consultant projects deliver effective products on time and on budget.
Certifications / Licenses
- Requires that the Manager obtain a current registration of certification from the American Institute of Certified Planners (AICP) or registration of licensing with the New Jersey State Board of Professional Planners within two years of starting the position if they do not already have one.
- A valid driver’s license is required.
Required Knowledge, Skills, and Abilities
- Strong communication skills are required, as is the ability to work with a wide range of technical, professional, and academic personnel.
- Knowledge and experience in Urban Planning are required to be able to critique and provide meaningful feedback regarding the design of construction plans and to manage projects.
Preferred Qualifications
- A Masters degree in City & Regional Planning or Urban Planning is strongly preferred.
- A current registration of license for the New Jersey Board of Certified Planners is strongly preferred.
- Knowledge and experience in a University setting is strongly preferred.
Equipment Utilized
- Must be proficient in using the Microsoft suite of products.
- Knowledge and experience in using Adobe Creative Suite for the purposes of graphic communications and Geographic Information Systems for the purposes of data display and some minor analysis is strongly preferred.
Physical Demands and Work Environment
- Most duties will be undertaken in a standard office environment.
- Some duties will require travel among campuses and to off-site locations.
