Healthcare Staffing Professionals has an immediate need for Senior Program Analyst. The Systems Administration Unit in our new Disease Control Informatics Branch is seeking a Senior Program Analyst to join the Integrated Reporting, Investigation, and Surveillance (IRIS) System Administration team.
Under supervision, the analyst will act as a Project Manager for the core technical project management team for the IRIS System to plan and implement disease program onboarding activities onto the system, facilitate meetings, provide progress reports, implement change management and change control processes, and assist in coordinating systems testing activities as needed.
Incumbents apply a thorough knowledge of all phases of information technology project management processes for problem identification and resolution.
The right candidates possess excellent oral and written communication skills to communicate goals, plans, and engage stakeholders at all levels of the project.
The position will start immediately upon acceptance and employment clearance and is initially funded through 6 / 30 / 25 with strong chance of extension.

Job Duties :
- Runs facilitated sessions with stakeholders for requirements discovery, problem investigation, and to make key group decisions.
- Develops, maintains, and coordinates project plans, including project reporting.
- Develop and execute program onboarding plans and work with cross-functional teams on milestone activities (e.g., development of user defined forms development, dashboards / reports development, security user group configuration, testing plans, etc.).
- Utilize project management tools, such as Azure DevOps Boards, to track project activities.
- Implement change management and change control processes and track completion of required activities.
- Completes change control documentation and coordinates approvals according to departmental procedures
- Conducts meetings, performs workflow analysis, documents scope and objectives, and participates in the development of system workflows and configurations within the IRIS System.
- Assists in developing and implementing training and test plans
Requirements :
A bachelor's degree from an accredited college or university in either public health
administration, epidemiology, public health statistics, public health microbiology or
communicable disease control -AND- five (5) years of experience in the analysis of mental health or public health programs.
A master's degree from an accredited college or university in either public health administration, epidemiology, public health statistics, public health microbiology or communicable disease control may be substituted for one year of the required experience.
A valid Class C California Drivers License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Additional desirable qualifications :
- Experience with agile project management and information technology-based projects
- Experience with project management tools (e.g., Azure DevOps Boards, Jira, etc.)
- PMP Certification
- General experience and knowledge of Software Development Life Cycle
- Experience in public health or healthcare settings
