In the 2023 legislative session, the Governor’s Office, Minnesota legislature, and leaders for children and families worked in partnership to pass legislation establishing the Department of Children, Youth, and Families (DCYF) to create a sustainable, public face for children’s issues in state government.

This new cabinet-level agency brings together programs centered on children and families, including child care and early learning, child support, child safety and permanency, economic support and food assistance, and youth opportunity.

This position will become a part of DCYF.Telework (ov / mmb-stat / policies / 1422-telework.pdf) (Within Minnesota or neighboring states) and flexible hours options are available .

As the Department of Children, Youth, and Families (DCYF) Communications Supervisor, you will provide communications leadership and strategic planning expertise related to the development, targeting and delivery of DCYF communications.

This position leads communication plan development and helps manage the internal and external communications infrastructure for the department.

In addition the supervisor contributes to agency-wide proactive and crisis communications. The DCYF Communications Supervisor works in collaboration with other communications staff throughout the department and participates in development and implementation of agency-wide communications strategies.

It establishes communications priorities and plans, assists in managing media relations in conjunction with the agency’s media relations specialist, and serves on various leadership teams, advising on critical communications issues, controversies and crises.

Responsibilities include : + Manage, lead and provide critical decision-making and strategic planning expertise to develop, target and deliver communications with an equity lens.

  • Manage development and implementation of communications plans and strategies that target priority audiences and deliver critical information.
  • Supervise communications staff through direct and dotted line reporting relationships.+ Advise, guide and serve as a member of senior leadership teams, providing critical communications counsel on internal and external communication issues.
  • Provide critical support for the communications team on issues that relate to the agency’s work and serve as a liaison between business area communication staff.
  • Direct the development and implementation of communications campaigns with contracted private agencies, counties and other government organizations, nonprofits and community organizations to disperse information about agency achievements, public assistance programs and services available to children and families.
  • Ensure department communications, equity, accessibility and plain language standards are met. Minimum Qualifications To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month, day and year for each job held.
  • Demonstrated leadership experience. Leadership experience can include : + Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);+ A paid / unpaid position leading a program or chairing a committee(e.

g. ERG) - Experience must include : + 1+ year of experience identifying issues, goals and strategic actions+ 100+ hours per year time commitment AND Four (4) years of experience providing or consulting in the communications field across an organization and / or business.

This 4 years of experience must also include : + Expertiseandsubstantialexperienceinthepublicrelationsorcommunicationsfields and in the principles and practices ofjournalism.

  • Solid knowledge of media relations, social media, web communications, print media and communications campaigns to lead colleagues and external partners on communications.
  • Experience creating communications strategies to address controversial internal and external issues, highlight key services and issues, build support for legislative proposals.
  • Experience inassessingcommunications’implicationsandrisksofsensitiveandvisibleissuesandability to advise leadership appropriately.
  • Strongskillstoresearch,plan,develop,manageandleadpublicawarenesscampaigns.+ Experience in planning, project management and problem-solvingto address communications needs and resolve communications issues.
  • Abilityto successfully communicatewith and aboutdiverseemployeesandclients,interactinaculturallycompetentmanner, be sensitive to individualdifferences and promote an anti-racist approach in all work.
  • Strong adherence and commitment to equity to ensure quality communications for everyone DCYF serves. Preferred Qualifications + Knowledge of the program, projects and currentoperations to best support children and families statewide.
  • Knowledge of privacy and government data practices laws.+ Familiarity with government communications policies.+ Experience integrating, coordinating and / or reconciling the interests, mandates, responsibilities, goals and perspectives of a complex and diverse set of stakeholders across agencies and disciplines.
