Program / Project Manager

Baltimore MD(Remote option Available)

Navitas Business Consulting is seeking a candidate with at least five years of experience as a business analyst at an organization where IT was the main product / service.

Prior experience with eliciting and documenting business processes is required with the added ability to work within a team as well as working independently or under general direction.

This role would provide services, providing access to IT contracts, and performing IT governance and oversight functions, among others.

The IT Project Manager oversees the full project management life cycle and software development life cycle for the implementation and operation and maintenance of highly complex, large-scale, strategic IT initiatives in the Division of Assessment, Accountability, and Information Technology.

The IT Project Manager must have critical skills including an in 1 depth knowledge both of educational data and reporting requirements, along with technical and business management skills.

Education :

Bachelor’s Degree from an accredited college or university in Engineering, Computer Science, Information Systems,

Business, or other related discipline. Master’s degree or project management certification is preferred. Current Project Management Institute (PMI) Certified Project Management Professional.

Experience :

A. Five years of experience managing project life cycles, risk, resources, schedules, and oversight of Internet and intranet software operation and support projects.

B. Three years of experience managing Internet projects for government agencies in a multi-tier environment.

Duties / Responsibilities :

1 . Supervises and leads each program to oversee the impacts and interdependencies and works to ensure initiatives meet the MSDE Goals and Objectives of the executive leadership team.

2. Provides both verbal and written communications regarding project status, risks, issues and makes recommendations on project decisions to MSDE Executive Director of Accountability.

3. Manages allocation of resources within the project(s) to meet work fluctuations and budget and time constraints in the delivery process.

4. Implements established policies and controls to ensure the successful management and reporting of all initiatives in the project(s)

5. Serves as subject matter expert, providing technical and analytical guidance to the program and project teams.

6. Implement and manage system test plans, including Quality Assurance testing and stakeholder user 1 acceptance testing.

7. Manages all aspects of the project(s) : cost benefit analysis, work plans, functional and technical designs, testing, and monitors all technical aspects of implementing the project(s).

8. Works with the Divisions to provide support and coordination to ensure successful management and reporting of all initiatives in the project(s).

9. Manages contracts and vendors assigned and includes the Web Data Collection System and Maryland Report Card vendors.

10. Ensure the maintenance of data security and privacy for the project(s).

Project Management :

1. Translates generalized customer business goals and objectives into concrete strategy and tactical plans.

2. Completion and management of all project documentation activities and management plans for each project (s).

3. Works on complex problems where analysis of situation or data requires an in-depth evaluation of various factors to achieve best results.

4. Exercises judgment within broadly defined policies and practices to develop and implement methods and techniques.

5. Works effectively with internal and external clients, third party vendors and Senior Management in accomplishing project objectives

6. Evaluates complex situations accurately and identifies viable solutions that create successful outcomes.

7. Develops and maintains lessons-learned inputs in the project repository for utilization on future projects.

8. Resolves political, resource, budgeting, change and legal issues affecting the program.

Financial Management

1. Collaborates with the finance department and various functional managers to ensure project budgets are properly estimated and controlled;

provide overall financial recommendations and develop controls and measurements to monitor progress.

2. Provides MSDE Executive Director Office of Accountability and Finance with monthly accruals and forecasts by the due date established.

3. Maintains current statements of work for all contractors; tracks and approves contractor invoices in a timely manner.

4. Provides regular updates to MSDE Executive Director Office of Accountability, CIO, project sponsor and stakeholders on the status of projects and the budget.

Documents reasons for budget excess or shortfall.

Risk Management

1. Develops a comprehensive Risk Management Plan at the project (s) level as defined.

2. Proactively identifies risks and opportunities of both business and technical plans; identifies Risk Mitigation Strategies and Contingency Plans for all identified Risks.

Maintains the Project Level issue and risk matrix

log. Provides a detailed plan of how the risk will be managed or eliminated. Provides a weekly status report with major risk factors when mitigation approach impacts the project timeline, budget or objectives.

3. Coordinates the Risk Management Plan and Risk Mitigation Strategy across the project(s) and manages the execution within each project.

Additional Responsibilities Include :

1. Supervising and leading project(s) to oversee the impacts and interdependencies between program(s) and working to ensure the MSDE initiatives meet the goals and objectives of the executive leadership team.

2. Providing both verbal and written communications regarding project status, risks, and issues.

3. Resolve project problems and conflicts and escalate issues as needed.

4. Serve as the primary contact with each vendor’s project management team and for other State resources involved with the project(s).

5. Manage and implement transition plans for the project(s) to ensure a successful transition between vendors.
