Summary

As a Program & Service Delivery Manager, you will be responsible for the overall leadership, policy, vision and program direction for the Regional Acquisition Program.

Location of Position : GSA-FAS, Assisted Acquisition Services, Northeast and Caribbean Region, One World Trade Center, NY, NY

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Responsibilities

As a Program & Service Delivery Manager, you will be responsible for the overall leadership, policy, vision and program direction for the Regional Acquisition Program.

This position is located in the Federal Acquisition Service, 2QFA, New York, NY. This office is responsible carrying out programs that provide vital acquisition solutions which are central to the mission of customer agencies.

  • Develop and implement plans to assure accomplishment of customer service program objectives.
  • Market and sell current and / or new services to existing and potential GSA customers.
  • Coordinate and develop operational instructions to carry out the delivery of Assisted Acquisition Services (AAS) products and services.
  • Manage and lead the operation of all Assisted Acquisition Services (AAS).
  • Monitor the performance of contract administration duties. Travel Required

  • Undergo and pass a background investigation (Tier 5 investigation level). You must be granted this clearance before you can start the job.

The GS-15 salary range starts at $147,994.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Specialized experience is defined as having supervisory experience managing or leading an acquisition team including planning, coordinating, and evaluating work efforts while implementing timely and effective solutions for an organization involved in sales, acquisition, financial management and project management in the areas of information technology, acquisition, and contract administration.

Experience in strategic planning, policy management, program management, organizational planning and management and human capital management is required.

  • Knowledge and experience in evaluating the adequacy, cost effective and appropriations of requirements to satisfy IT, Network and Professional service requirements.
  • Knowledge of the laws and rules relating to acquisition and contract management.
  • Comprehensive knowledge of qualitative and quantitative techniques to analyze and monitor the effectiveness, efficiency and productivity of services.
  • Knowledge and skill in setting objectives for the Branch, determining the most efficient and economical manner by which to accomplish assigned workload, establishing priorities, allocating workload across subordinate sections, and providing positive direction to subordinates on goal attainment and methodology.
  • Knowledge and skill in performing the full range of first and second level supervisory responsibilities for subordinate staff members in an organization.
