Position Summary :

The National Youth Advocate Program (NYAP) provides culturally appropriate, trauma-informed, comprehensive services to children under the care of the Office of Refugee Resettlement (ORR).

NYAP is looking for a Bi-lingual Clinician to work with children who are fleeing their country of origin and arrive in the without a parent or legal guardian.

Arriving children are temporarily placed across different programs in the US, and then released to sponsors in local communities across the country.

NYAP works in collaboration with Federal agencies to provide clinical services to arriving minors, so they can be reunified with caregivers in the US.

The Clinician will conduct mental health assessments and provide ongoing individual, and group counseling services, screen for trauma, human trafficking, and crisis intervention services.

Additional requirements include collaboration with a multidisciplinary team, other clinicians and mental health providers to maintain a therapeutic and emotionally healing environment and establish treatment goals and assist in the implementation of the individualized service plan.

CORE RESPONSIBILITIES :

The Clinician position may include the following responsibilities, as well as other duties assigned :

  • Coordinating the delivery of clinical services, training new clinicians, and acting in support of Lead Clinician in the supervision of clinical staff;
  • Responsible for overseeing clinicians in the delivery of trauma-informed assessments and counseling sessions;
  • Provide mentorship, guidance and support to team clinicians;
  • Screen for human trafficking concerns, and provide crisis intervention services;
  • Regularly review and modify individual service plans in collaboration with case management team to assure consistent progress and success on written plan goals;
  • Establish and maintains strong relationship with assigned foster parents;
  • Conduct visits at foster parents’ homes;
  • Provides safety assessment, crisis response, and behavioral stabilization services as required to assure safety and stability for youth served;
  • Continually monitor the mental well-being of children in care and arrange for appropriate services as needed, including arranging for and facilitating external specialized services with community mental health providers;
  • Collaborate with other staff and stakeholders in utilizing a child welfare best practice approach for the care of minors within a trauma informed framework;
  • Provide minimum of one weekly one-to-one counseling session (or more often if needed), and two group counseling sessions per week, as well as provide crisis intervention if needed;
  • Facilitate or provide oversight of family sessions as needed;
  • Actively participate to deregulate and deescalate children during moments of crisis;
  • Maintain an active clinical caseload pursuant to ORR required ratios;
  • Complete Risk, UC Assessments, Human Trafficking and other clinical assessments including RST, within allotted ORR timeframes;
  • Complete clinical documentation and progress notes in accordance with ORR and NYAP requirements;
  • Participate, lead and advocate during clinical pre staffing process with clinicians, and other case management staff;
  • Attend case staffing(s) with Case Coordinators, Contract Field Specialists, Federal Field Specialists and other ORR stakeholders as needed;
  • Actively participate in the delivery of Orientation for children in care;
  • Participate in treatment team activities for complex cases;
  • Work with program administration, case managers, medical and educational staff in identifying best ongoing case management practices, while maintaining a collaborative multi-disciplinary environment;
  • Work to ensure children in care are provided mental health referrals, OTIP and other agency referrals and clinical services pursuant to ORR Policy;
  • Work with medical coordination team in ensuring TAR approval process for mental health referrals;
  • Attend and provide clinician related trainings, including SAFE, TBRI and sexual abuse, sexual harassment and inappropriate sexual behavior, prevention of sexual abuse and Interim Final Rule (IFR) trainings;
  • Act as SME for Program on matters related to mental health, child welfare best practices and sponsor reunification process, this includes SME knowledge of ORR Policy, Field Guidance(s) and implementation;
  • Coordinate clinical and family unification services for children, including active involvement in discharge planning;
  • Actively participate in documenting safety plans and Post 18 age out plans;

Oversee and / or actively participate in the process of reporting significant incidents (SIRs) in accordance with existing policies and procedures,

  • Ensure maintenance of UC electronic and physical files, including uploading documents in UC Portal, Evolv, and maintaining the corresponding physical file;
  • Work on call and after hour schedules (including weekends) for new intakes, discharges and emergencies;
  • Travel as needed, to provide and support the provision of services to, and on behalf of, youth and families in compliance with organizational, contract, and regulatory requirements;
  • Establish and maintain a strong relationship with assigned foster parents, including ongoing contact with foster parents and assisting during emergency / crisis situations;
  • Maintain compliance with Continuous Quality Improvement (CQI) requirements;

Perform other duties as assigned.

MINIMUM QUALIFICATIONS :

Master's degree in social work with clinical experience in the program.

Must be licensed based on State requirements.

Must have a valid driver’s license, reliable transportation, automotive insurance, and a good driving record.

A willingness to work flexible and non-traditional hours with a possibility of being on call on nights / weekends, in the service of foster caregivers, families of origin, and persons served.

Must be able to organize, navigate, and physically escort youth to various travel destinations possibly including airlines, trains, and buses.

Travel includes out-of-state trips up to 25%-30% to unify youth with families.

Capacity to be flexible and responsive to youth served, foster caregivers, system partners, and internal customers.

Capacity to remain objective and professional in all areas of job function.

Demonstrates tolerance and respect for the ideas and actions of others.

Bilingual English / Spanish Fluency

Proficient use of desktop and laptop computers, internet search, people management programs, smart phones and tablets, printers, fax machines and photocopiers as well as software including word processing, spreadsheet and database programs.
