Job Summary
Under the supervision of the Associate Vice President for Facilities Services, the Director of Facilities Engineering Support serves as the chief official and technical subject matter expert for engineering support functions related to the maintenance and operations for the University of South Carolina-Columbia Campus.
The Director is responsible for oversight of engineering standard and provides technical guidance and support for repair and maintenance projects for the University of South Carolina- Columbia Campus.
Additionally, the Director will provide support and oversight for the operation of the campus utility systems, facilities conditions assessments, and other internal operational processes.
The Director is responsible for ensuring alignment with applicable construction codes and serves as the designated plan reviewer to meet OSE plan review requirements for campus projects.
Minimum Qualifications Requires a bachelors degree in Engineering and 5 or more years of experience, which may be substituted by equivalent combination of certification, training, education, and / or experience.
- Must be licensed as a Professional Engineer as prescribed in South Carolina Code Title 40, section 40-22-20 . Preferred Qualifications Knowledge / Skills / Abilities Knowledge of construction, renovation, and large facility systems including mechanical, electrical, and plumbing;

Job Duties Job Duty Serves as Director of Facilities Engineering Support department , providing management oversight and strategically analyzing the project needs for the University to conceive, prioritize and determine funding and project plans for maintenance, repair and infrastructure projects.
This position also provides lateral support for all projects and initiatives involving engineering decision making for both Capital and Infrastructure needs.
Management will include needs and conditions assessments, project scoping, technical design review, setting and enforcing engineering standards.
Assists with Columbia campus master building master plans and Utility Master plan, inclusive of all long and short-range plans.
The director may supervise an assistant director and other engineering staff to implement and maintain unit work plans, operational processes, and measures and will provide support for new construction, renovations, infrastructure renewal and routine campus mechanical system operation .
The director will coordinate with internal and external agency personnel; maintain knowledge of and implement University and industry requirements, procedures, and standards;
maintain knowledge of the Departments mission and establish goals in support of the same. The director will have primary responsibility for creating policies, procedures and standards relating to the execution of all aspects campus engineering standards.
The director will identify and implement innovative permissible procurement and contract management strategies to achieve project success.
Essential Function Yes Percentage of Time 30 Job Duty Provides professional expertise by communicating with senior leadership including the Associate Vice President for Facilities Services.
The director will serve on the university committees as required providing guidance and professional recommendations for strategy related to maintenance and infrastructure projects.
Advisory communication with AVP for Facilities Services and Columbia campus. Reviews, develops industry standards for products, equipment, and work performance;
researches best practices and performs benchmark analyses with organizations such as APPA and other standards applicable to higher education.
Develops metrics to measure performance and supervises the assistant director in the gathering of data. Provides regular reports for the Associate Vice President.
Utilizes CMMS and PeopleSoft to research data and conduct statistical analyses. Attend meetings, conferences and training events;
representing the University with various media venues; develops organizational models to provide effective services by determining necessary resources.
Essential Function Yes Percentage of Time 20 Job Duty Provides daily leadership to all personnel in the department. Develops goals, priorities, budget plans, skills training regimens and regular communications to hold personnel accountable for performing work tasks in a safe, productive and cost effective manner.
Monitors productivity and work assignments. Drafts and reviews contracts and takes a leadership role in resolving contractual issues.
Is responsible for completing Employee Performance Management System documents and coordinating with the Department of Human Resources for all personnel actions.
Develops and maintains staff training manuals and metrics. Reviews staff training periodically. Provides training opportunities to ensure a high level of expertise is maintained within the department.
Essential Function Yes Percentage of Time 20 Job Duty Develops and maintains metrics and reporting structure for campus partners and the AVP for Facilities Services.
Coordinates with Communications staff to create project related notices for campus faculty, staff and students, as necessary.
Meets with campus representatives at any / all levels, as necessary, to address questions, concerns, complaints or any other issues with emphasis on leadership in the Academic units including deans and department chairpersons, Student Affairs, and Athletics, to maintain positive campus client relationships.
Develops and maintains procedures for feedback regarding departmental actions and customer satisfaction. Acts as a contact with Facilities Planning Design and Construction for capital projects that involve planning, design and construction by communicating with Operations and Maintenance administration, trades managers, trades specialists and contractors and other units as necessary.
Represents the Facilities Services Department, occasionally in place of the AVP, and assists with decision-making and problem-solving high-level issues related to planning and projects for maintenance and infrastructure.

Develops and maintains campus standards for engineering support and campus operations; including, but not limited to, systems operation manual(s), engineering design standards, and operational guidelines based on sound engineering practices.
