Description

The Military Division (Massachusetts National Guard) is seeking a professional for the role of Program Coordinator III (Facility Manager).

  • The selected candidate for this role will be responsible for performing, overseeing, and coordinating the maintenance and repair of the buildings and related structures;
  • determine the need for repair or maintenance of Massachusetts Army National Guard Readiness Centers, related structures and / or building utility systems;

inspect work of contractors; prepare work progress, cost reports, etc.; arrange for the acquisition of supplies; and perform related work as required.

Position is located out of the Army National Guard Natick Readiness Center.

The basic purpose of this work is to oversee and participate in the upkeep, maintenance and repair of buildings and related structures.

The ideal candidate will have experience in Facility Management

Duties and Responsibilities

  • Oversees and participates in the work of employees engaged in the upkeep, maintenance and repair of buildings and related structures including painting, masonry, woodwork and / or maintaining and repairing building utility systems, including heating, ventilating, air conditioning and refrigeration systems using power and small hand tools.
  • Inspects buildings, related structures and / or building utility systems to determine the need for and cost of materials required for maintenance, repair or replacement of parts;

notes hazardous conditions; and establishes work priorities based on safety requirements and the operational needs of the facility.

  • Inspects work in progress and completed work to verify adherence or compliance to specifications and standards and to prepare reports to superiors concerning work activities.
  • Reviews work orders, material lists, sketches and diagrams to determine material, equipment and personnel necessary to complete required work.
  • Reviews materials and supplies required to complete assigned work for accuracy and completeness and make the necessary arrangements for the proper acquisition of supplies and needed materials.
  • Determines the need for maintenances or repair of building structures or the maintenance, repair or replacement of equipment to provide appropriate information to superiors.
  • Maintains records and prepares reports to provide information to superiors concerning work progress, work completed, costs, problems encountered, equipment and materials used, employees' time and attendance and to make recommendations concerning assigned activities.
  • Performs related duties such as adjusting heating and / or air conditioning control to maintain appropriate temperature;

requisitioning supplies and equipment; reading and interpreting blueprints and sketches; and performing preventive maintenance on assigned equipment and tools.

ABOUT OUR AGENCY

The Massachusetts Guard has a unique dual mission, with both federal and state responsibilities. During peacetime, Guard forces are commanded by the Governor through the State Adjutant General.

The Governor can call the Guard into action during local or state-wide emergencies, such as storms, floods, blizzards, and civil disturbances.

In addition, the President of the United States can activate the Massachusetts National Guard to participate in federal missions.

The Massachusetts National Guard's mission is to be trained and ready to provide units that can mobilize for any contingency, at home or abroad.

To accomplish this, we must sustain a ready, reliable, and robust joint military team of Army, Air Force and civilians that will honor our responsibilities to nation and community.

We are composed of full-time and part-time Soldiers and Airmen, as well as civilians, who together serve the Commonwealth and country.

Qualifications

Desired Essential Skills and Qualifications

  • Knowledge of various building maintenance trades, including the terminology used in such trades as carpentry, painting and masonry.
  • Knowledge of the types and uses of equipment and materials used in building maintenance and repair work.
  • Knowledge of the safety practices and procedures followed in building maintenance and repair work.
  • Knowledge of the standard preventive maintenance procedures followed in connection with building structures.
  • Knowledge of the types and uses of small hand tools such as pliers, chisels, hammers, etc.
  • Knowledge of the types and uses of hand-held power tools such as drills, etc.
  • Knowledge of the methods of preparation of wood, metal, cement and other materials and surfaces for painting.
  • Knowledge of the principles, practices and techniques of supervision.
  • Skill in using small hand tools such as pliers, hammers, screwdrivers, wrenches, etc.
  • Skill in using hand-held power tools such as drills, etc.

MINIMUM ENTRANCE REQUIREMENTS : Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and / or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions :

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE : No substitutions will be permitted for the required (B) experience.
