Overview

GovCIO is currently hiring for a Data Scientist with a strong Data Engineering background to design, develop, and maintain our data infrastructure on AWS, and to create descriptive and predictive models that impact productivity, decision-making, and provide strategic mission impact.

This position will be fully remote within the United States.

Responsibilities

Develop, inspect, mine, transform, and analyze data to create descriptive and predictive models that impact productivity, decision-making, and provide strategic mission impact.

Apply data wrangling tools including ETL / ELT, data crawlers / classifiers, and programming languages to collect and blend data from operational and relevant external systems into data lakes and data warehouses.

Apply data mining, machine learning, and statistical analysis on data to create predictive and descriptive models.

Using data discovery and data visualization tools, interpret and present findings in a compelling and usable manner.

Create and manage Power BI reports and dashboards.

Participate in GitHub Pull Request (PR) code reviews and merges.

Specific to operating in our AWS environment :

Optimize database performance and ensure efficient storage and retrieval of data.

Monitor and manage data workflows to ensure reliability, performance, and cost-efficiency.

Implement best practices for data security, privacy, and compliance.

Perform data quality checks and implement data validation mechanisms.

Conduct data analysis including data visualization, statistical analysis, and data modeling.

Provide support for data-related issues and troubleshoot performance problems.

Collaborate with multiple teams in troubleshooting complex technical or non-technical issues.

Develop complex systems capable of processing large volumes of documents (digital and scanned).

Qualifications

Required Skills and Experience

Bachelors Degree in Computer Science, Information Systems, Engineering, Mathematics, Science, Technology, and related fields with 8+ years of experience.

On a case-by-case basis, work experience may be considered in lieu of a STEM degree for highly qualified candidates.

4+ years of experience as a Data Engineer or Analyst, with a focus on AWS technologies.

AWS Associate certification is required; however, on a case-by-case basis, candidates who do not have an active AWS Associate certification (or higher) will be required to earn one within 9 months of employment.

Experience with :

Building and managing data pipelines using AWS services such as Glue, Lambda, S3, Redshift, and Athena.

Machine learning concepts and experience supporting ML workloads on AWS.

Python.

ETL processes and data warehousing concepts.

Database systems and SQL.

Power BI reports and administration.

Data analysis, data visualization, statistical analysis, and data modeling.

Amazon Aurora RDS PostgreSQL and RDS MS SQL Server.

Proficiency with Git, GitHub, and JIRA.

Strong system design, application programming, and clean code skills a must.

Strong coding skills demonstrated by frequent, smooth, professional GitHub Pull Requests (PR) reviews.

Strong design skills (includes ability to create diagrams and write design documentation independently).

Understanding of systems design and architecture (enough to work with architects).

Strong written and verbal communication skills; ability to explain complex concepts to a wide variety of individuals with varying technical skills.

Strong understanding of Scrum and Agile.

Demonstrated ability to execute in an agile environment, especially Scrum and / or Kanban. This especially includes the ability to estimate and meet deadlines, focus on priorities, understand goals and objectives, and assist with planning.

Demonstrated ability to define backlog items in JIRA and assist with refinement of product backlogs.

Must be able to handle sensitive and confidential information appropriately

Preferred Skills & Experience :

AWS Certified Data Engineer Associate.

AWS Certified Machine Learning Specialty.

Experience in AWS technologies such as Aurora, DynamoDB, DAX, ElastiCache, Kinesis, EventBridge, Lake Formation, Glue, Lambda, S3, S3 Glacier, SQS, SNS, RDS, Redshift, IAM, KMS, DMS, SCT, VPC, OpenSearch, CloudWatch, and CloudFormation.

Experience with data governance and data cataloging.

Clearance Required : Ability to Obtain and Maintain a Suitability / Public Trust Clearance

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity.

The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process.

If hired, employee will be in an at-will position and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department / team performance, and market factors.

Posted Salary Range

USD $105,000.00 - USD $118,000.00 / Yr.
