Under direction of the Fiscal Services Director, the Budget / Financial Analyst manages and coordinates development, implementation and monitoring of the City's annual operating and capital budgets / capital facility plan budget.

In addition to monitoring actual financial performance by comparing to budgetary projections, the position analyzes and interprets variances and prepares a variety of custom and standard reports and analysis.

Reports and analysis to include observations and recommendations on financial data to support monitoring and decision making by City Manager, Department Directors, and City Council. Essential Functions

1. Coordinates the development, implementation and monitoring of the City's annual operating and capital budget / capital facilities plan budget;

including document preparation.

2. Analyzes submittals from departments for conformance with instructions, objectives, City programs and goals. Performs fiscal analysis on a variety of issues in support of and to facilitate budgetary decision making.

3. Assesses fiscal impacts of alternative budget policies; new federal, state and local legislation; and administrative actions.

Advises staff and elected officials of those findings and alternatives pertaining to City code, policies and procedures and provides recommendations.

4. Prepares and may present written and oral presentations for City Council meetings, annual budget workshops and Finance Committee meetings.

5. Prepares short and long-term financial forecasts, estimates and monitors the financial condition of the City.

6. Leads expenditure forecasting based on current and economic trends, historical data and advises others of those findings.

7. In conjunction with the Fiscal Services Billing & Collections Manager, supports revenue forecasting based on current and economic trends, historical data and advises others of those findings.

8. Analyzes actual operating results including labor costs (salaries & benefits) of each department throughout the year and compares to projected performance. Interprets

data and presents results to the Fiscal Services Director and Administrative Services Director.

9. Monitors and analyzes short and long-term trends of budgeted revenues and expenditures to determine future challenges or opportunities facing City operations.

Develops options and makes recommendations to ensure that fiscal responsibility, control, and well-being are maintained.

Elevates issues noted to the Fiscal Services Director.

10. Implements the adopted budgets; coordinates and prepares budget amendments as required during the year, including coordination of the annual carryover process.

11. Provides financial data and analysis on special requests from elected officials and executive / senior level staff on current and proposed projects and programs.

This includes payroll data and analysis and information on current and proposed salary, benefits and labor contract provisions.

Interprets results and formats to facilitate decision making.

12. In conjunction with Fiscal Services Payables Manager, coordinates estimates for City- wide personnel budget, including communicating costs for all personnel in the City and estimates effects of potential retirees' pay outs, excess compensation payments, labor negotiations and health insurance.

13. Performs personnel action analysis and confirms budget authority for personnel changes and additions.

14. Manages position control database and default distributions and works directly with Human Resources to ensure that personnel vacancies are filled within authorized positions and authorized budget.

15. Supports the Public Works utility line of Business Directors and Billing & Collections Manager with City utility rate models and revenue projections.

16. Makes recommendations for efficiencies, strengthening internal controls, process changes and policy and procedure amendments as necessary.

17. Demonstrates the effects of alternative decision options by using financial modeling, studies and analysis.

18. Provides technical expertise to City departments and outside agencies. May represent the Fiscal Services Director at a meeting with external agencies.

19. In the absence of the Fiscal Services Director or Fiscal Services Managers may assume supervisory responsibility of the Fiscal Service line of business.

20. In conjunction with Fiscal Services Accounting Manager, acts as Fiscal Services liaison to Information Systems on administration and maintenance of Citywide financial information management system and other financial-related systems.

21. Provides financial and budget training for City staff.

22. Supports Fiscal Services General Accounting Manager is managing existing account structure and updating financial system chart of accounts in accordance with Washington State Budget, Accounting and Reporting System (BARS)

23. Provides financial support, advice and guidance to all departments of the City.

24. May be assigned finance or administrative support projects by the Fiscal Services Director.

25. Maintains confidentiality of work-related issues, client records, and City information.

26. Punctual, regular and reliable attendance is essential for successful job performance.

Typical Qualifications

Education and Experience :

1. Graduate from an accredited four-year college or university with a degree in accounting, finance, business or public administration, or a closely related field; AND

2. Five (5) years finance experience in accounting, budget or finance work; OR

3. ANY COMBINATION of education and experience that provides the ability to perform the position responsibilities.

Knowledge of :

1. General business and financial management practices needed to operate effectively in the City's business environment including finance administration, budget preparation and control and revenue projection principles.

2. Strong knowledge of municipal government budgetary principles, practices, operations and procedures and revenue projection principles.

3. State of Washington Budgeting, Accounting and Reporting System (BARS) as it relates to municipal budgets and annual financial reporting in Washington State.

4. Theory, principles and practices of Generally Accepted Accounting Principles (GAAP).

5. Union contracts and their effects on budgets.

6. General business and payroll processing practices needed to operate effectively in a general business environment.

7. Proficiency with personal computer including Microsoft Office Products (Excel, Word, PowerPoint & Publisher), experience with other application software is desirable. Ability to :
