Mission : CDPH works with communities and partners to create an equitable, safe, resilient and Healthy Chicago.

The Office of Environmental Permitting and Inspection (OEPI) Attorney primarily advises a team of inspectors and staff regarding application of local, state, and federal environmental laws to protect public health and the environment, with a focus on air quality, asbestos, solid waste, hazardous materials, and tanks.

ESSENTIAL DUTIES :

Oversees the administrative hearings process for CDPH's environmental unit, supervising the project coordinator who appears at Department of Administrative Hearings (DOAH) each week

Reviews violation notices and inspection reports for accuracy and legal correctness

Coordinates with Department of Law (DOL) to enforce the Chicago Municipal Environmental Protection Code

Makes enforcement decisions in consultation with program supervisors

Negotiates and drafts settlement agreements

Prepares summary abatement and cease & desist orders, issues demand letters to responsible parties, and other official documents

Reviews and helps develop strong permit conditions for regulated facilities; evaluates variance requests and writes detailed decision letters

Creates policy through drafting proposed ordinance amendments and rulemaking, and by providing guidance on legislative positions

Works with technical staff, drafts new rules and responds to comments

Develops internal policy documents and guidelines on enforcement procedures, public outreach, environmental justice initiatives, and related topics

Serves as liaison to FOIA Officer for the OEPI, reviewing responsive records for applicable exemptions, redacting records, and preparing FOIA response letters

Coordinates with Mayor's Office and DOL regarding sensitive or complex FOIA requests

Researches legal requirements and advises management / staff on legal issues related to departmental operations as they are affected by local, state, or federal laws, statutes, or contracts

May meet with community members and attorneys representing the City, other public jurisdictions, or private parties regarding issues affecting the department and advises them or states the department's position on legal matters

Completes tasks as designated by the General Counsel

Qualifications

MINIMUM QUALIFICATIONS

Graduation from an American Bar Association (ABA) accredited law school, plus three years of work experience in the legal profession as a licensed attorney

Licensure, Certification, or Other Qualifications :

Admission to the Illinois Bar (or eligible for admission on motion to the Illinois Bar pursuant to Illinois Supreme Court Rule 705)

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position based on the oral parts of the interview will be selected.

Preference will be given to candidates possessing the following :

  • Previous work experience in environmental law.
  • Previous work experience interpreting and ensuring compliance with environmental regulations during the permitting process and inspections.
  • Previous experience with permitting procedures for various environmental permits such as air permits, water permits, and hazardous waste.
  • Previous experience working for a government agency.
