Job Summary

Strategic programs within CSX Technology are the driving force for value realization within the technology roadmap, and are vital to our organizational goals for digital transformation and business enablement.

In support of these goals, Program Managers are directly responsible for managing complex, enterprise-level, technology-driven programs in our dynamic matrixed environment.

Using advanced capabilities in Agile, Project Management, and Program Management, Program Managers will propel programs from initiation through delivery, and will create comprehensive program structures for leadership communications, stakeholder coordination, risk management, financials, dependencies, scheduling, quality assurance, change management, and reporting.

Primary Duties, Responsibilities and Deliverables

  • Understand program objectives and the associated business case, ensure the cost benefit analysis is aligned to strategic goals, and provide clear communications of program goals to relevant stakeholders.
  • Manage all activities pertinent to program startup and planning.
  • Launch program governance responsibilities and initiate program documentation repositories.
  • Incorporate scope definition, resource planning, budget alignment, target scheduling, and risk management into program governance.
  • Actively engage and lead program stakeholders through the program processes.
  • Coordinate stakeholders and impacted teams throughout the program life cycle.
  • Drive all pertinent program activities.
  • Develop cross-functional program plans, manage and reconcile cross-functional interdependencies, and analyze resource availability / allocations to program deliverables.
  • Anticipate and address short and long term obstacles, coordinate cross project activities, and analyze and manage program risks.
  • Manage and report on program plan progress and variances.
  • Resolve conflicts and issues.
  • Ensure adherence to CSX standards.
  • Refine and improve departmental processes within the governance framework.
  • Routinely assess program performance; identify opportunities for streamlining and improvements as appropriate.
  • Align deliverables to strategic program objectives.
  • Control program milestones and deadlines.
  • Prepare and distribute program reports.
  • Maintain responsibility for program activities and reporting through to closure.
  • May be asked or invited to serves as a contributor, influencer, thought-leader etc on team, function or enterprise initiatives, as business opportunity and individual experience / interest / needs dictate

General Knowledge and Skills

Expert understanding of Program Management methods and artifacts, in addition to advanced understanding of Project Management and Agile Methodologies (incl.

Scrum, Kanban, SAFe).

  • Detail-oriented with strong skills in critical thinking, problem solving, and data analysis.
  • Excellent communication (written and verbal) and presentation skills.
  • Ability to work efficiently across organizational boundaries and influence stakeholders, leveraging advanced negotiation skills and professional diplomacy.
  • Excellent interpersonal, customer service, and leadership skills. Ability to work positively with a wide range of program stakeholders.
  • Familiarity with the software development life cycle, product management, and related disciplines.

Common Tooling and Practices

While the matrix above details some differentiation and key areas of knowledge and skill, additionally team members will participate in development and communities of practice to cultivate a Lean / Agile mindset with ability to navigate complex scenarios and discern best approach (people, processes, and tools) to ensure CSX delivery;

continuous improvement approaches using data and measurement; risk management techniques to capture and assess likelihood and severity.

Tooling utilized in these roles includes : Jira, Confluence, MS Office 365 (particularly, strong Excel skills), Data Visualization tools (PowerBI, Tableau)

Minimum Qualifications

  • Bachelor's Degree / 4-year Degree
  • 5 or more years of experience in experience required managing or leading IT projects

Preferred Qualifications

  • Advanced Degree
  • 7 or more years of experience in experience managing or leading IT projects
  • 7 or more years of supervisory experience in IT supervisory experience required
  • Certifications, which may include ACP, CSM, CSPO, CAL, CTC, CEC, CST, ACS-CF, PBA, PMP, PgMP, PfMP, CVM, or CPVM
