Position Overview

The Lead Functional Support Analyst will provide the Army with training products that support planning, preparing, and reporting operational training.

Products and services include Develop Army Training and Evaluation Program (ARTEP) products, Develop and sustain Standard Mission Essential Task List (METL), Analyze and integrate Army and Joint Training Products, and Develop and sustain the Standards for Training Readiness Advisory Group (STRAG) requirements.

Utilizing the process specified in TRADOC PAM 350-70-1, other regulatory documents, and the digital tools provided, the Lead Functional Support Analyst will assist to Create, Review, and Revise (CRR) all products.

Essential Job Function

  • Provide support to monitor Combined Army Training Strategies (CATS) development and sustainment and respond to CATS information requests.
  • Provide support to monitor CATS development and sustainment, respond to CATS information requests, support Quarterly Contract IPRs and coordinate unit and Proponent school CATS validation.
  • Provide CATS SME support to the Unit Training Management (UTM) program Mobile Training Team (MTT) during unit engagements (approximately 20 onsite visits) (virtual support as needed).
  • Provide input for improvements to the current ATMS Development Tool and future ATIS Training Development and Training Management Capabilities to ensure the tool functions properly to allow developers to review / revise / update CATS.
  • Integrate emerging doctrine, revised TOE, Standard METL, new collective / individual / drill tasks, ARTEP requirements, and the Training Model (Regionally Aligned Readiness and Modernization Model) to create new CATS or sustain an existing CATS.
  • Assist with coordinate, set-up, execute, and document approximately 6 Army Training Readiness working groups per year (e.

g., ARTEP Work Group, Standards for Training Readiness Advisory Group (STRAG), etc.).

  • Develop briefings, tasking orders, information papers, routing documents, and decision papers / briefings related to standardized Army training readiness products (METL, I / C / P Qualifications, etc.) for senior leaders.
  • Review, revise, and update Joint Tasks using the Universal Joint Task Development Tool (UTDT).
  • Report and provide analysis and white papers to the operational force on (STRAG) initiatives to develop and maintain the foundational training readiness components for T-Level readiness reporting, which include Army Standard METLs, Individual, Crew, and Platform Qualification Standards, and Collective Live-Fire task proficiency.

Minimum Qualifications

  • Active Secret clearance
  • Demonstrated knowledge of the Army Training Management process.
  • Working knowledge of CATS development in accordance with TRADOC PAM 350-70-1
  • Working knowledge of the Digital Training Management System (DTMS), the ATMS Development Tool, and the Army Training Network (ATN)
  • Must have achieved the rank of Major (O-4) or Master Sergeant (E-8).
  • Bachelor’s Degree in any field or a graduate of a military service school equivalent to Command and General Staff College, the Sergeant Majors Academy and / or an Army specific specialty course.
  • Branch qualified. Five (5) + year’s general experience in military planning, training, operations, logistics, intelligence, force design / development and capability / training developments.

Served on the Battalion or Brigade level staff in an operations position.

Desired Qualifications

  • Demonstrate a working knowledge of the ARTEP Program, task-based strategy development, METL development, and Training Management, to include Joint Training integration, and specified functional area expertise
  • The required Army branch specific functional skills and experience to relate to the Proponent and validation unit for each CATS being developed for Proponent approval.
  • Working knowledge of unit training at the Company, Battalion, and Brigade levels.
  • Familiar with emerging Army force structures, the Training Model concept, and Sustainable Readiness Model (SRM) in addition to AR 350-1, FM 7-0, TRADOC Regulation 350-70, and TRADOC Pam 350-70-1.
