The Senior Development Engineer for the Water Utilities Department oversees the technical review of designs and approval of development proposals and ensures compliance with the City of Waco's water utility standards and regulatory requirements.
As a Senior Development Engineer, you will collaborate closely with developers, consultants, and other city departments to support sustainable and responsible growth in Waco.
This role plays a critical part in managing the impact of new developments on the city's water and wastewater infrastructure, facilitating responsible growth, and maintaining the quality and reliability of water services for the community.
The Senior Development Engineer will work with the Capital Projects Division Manager and other staff to oversee the development review process and approve developmental plans.

The Building Waco Program is a 10-year Capital Improvement Program (CIP) that will renew and build essential infrastructure necessary to maintain Waco's quality of life, foster economic growth and increase long-term sustainability.
The program includes many individual projects that were carefully selected after extensive engineering studies determined which facilities and structures are in the most critical condition.
The City of Waco currently provides water service to more than 131,000 people. The population within the water service area is projected to grow by almost 40,000 people in the next 25 years.
Building Waco is the City's proactive plan to address growth and sustainability of water and wastewater services in Waco and surrounding communities.
Job Duties
The Senior Development Review Engineer for the Water Utilities Department is responsible for overseeing the technical review and approval of development proposals, ensuring compliance with the City of Waco's water utility standards and regulatory requirements.
This role plays a critical part in managing the impact of new developments on the city's water and wastewater infrastructure, facilitating responsible growth, and maintaining the quality and reliability of water services for the community.
Key Responsibilities :
- Development Proposal Review :
- Conduct detailed technical reviews of development plans, plats, and construction documents for water and wastewater systems.
- Ensure proposed developments meet the city's engineering standards, codes, and water utility requirements.
- Provide written comments, recommendations, and conditions of approval to developers and consultants.
- Regulatory Compliance :
- Ensure all development projects comply with federal, state, and local regulations related to water and wastewater services.
- Coordinate with regulatory agencies as necessary to obtain permits and approvals for projects.
- Technical Guidance :
- Serve as a subject matter expert on water utility infrastructure for developers, engineers, consultants, and other city departments.
- Provide technical support and guidance throughout the development process, from initial planning to final construction.
- Stakeholder Coordination :
- Collaborate with developers, consultants, city staff, and other stakeholders to address technical issues, resolve conflicts, and ensure projects progress smoothly.

Education : Bachelor's degree in Civil Engineering, Environmental Engineering, or a related field. A Master's degree is a plus.
Experience : Minimum of 4 years of experience in civil engineering, with a focus on water utilities, development review, or a related field.
Qualifications : Professional Engineer (PE) license in the State of Texas upon hire.
