Safety Analyst - Occupational Safety

Job Summary

The Safety Analyst - Occupational Safety will be responsible for supporting all functions of the MBTA Safety Division. This role is to support and advance worker safety initiatives at the MBTA.

Integral to this role is working collaboratively with members of the Safety Division, as well as MBTA employees and contractors.

Key functions of this role include researching, assisting with investigations, data collection, analysis, monitoring, and reporting, and preparing written reports, correspondence, charts, graphs, and comprehensive program documents.

Duties & Responsibilities

  • Support the development and implementation of MBTA OSHA-based worker safety programs. Work tasks include but are not limited to conducting site visits and working with MBTA Departments and employees to assess applicability and state of compliance with worker safety programs, identify gaps / needs, and assist with recordkeeping, PPE distribution, and training.
  • Conduct facility inspections to review compliance with OSHA-based worker safety programs.
  • Track and analyze injury data and identify trends for purposes of developing mitigation strategies to reduce the frequency and severity of worker injuries.
  • Conduct accident / injury investigations involving MBTA employees, Authority vehicles, facilities, construction sites, employees and / or equipment.
  • Participate in the review of Safety Personal Protective Equipment (PPE) as well as other related safety equipment.
  • Assist with preparation of job hazard analyses (JHAs), accident / incident / injury reports, safety assessments and root cause analysis, and corrective action plans as directed and in accordance with MBTA safety programs and procedures.
  • Work collaboratively with MBTA managers and supervisors to identify and mitigate hazards. As directed, work closely with field representatives from the Massachusetts Department of Labor Standards (DLS) and Massachusetts Department of Public Utilities (DPU) to resolve identified safety issues.
  • As directed, report safety / security critical data to oversight agencies such as the DLS, DPU, Federal Transit Authority (FTA), and the National Transit Database (NTD).
  • Participate as a member of the Safety / Security Audit team in the administration and execution of the Internal Safety / Security Audit Program to ensure adherence to the SSPP, Federal, State and local regulations, industry standards and published MBTA policies and procedures.
  • Drive a company or personal vehicle to visit / inspect work sites and to assist at emergencies and / or events as needed.
  • Perform night and weekend Safety Duty Response in rotation with other Safety staff.
  • Respond or report to work as directed by supervisory personnel for emergencies, extreme weather conditions or any other abnormal conditions that impair service or the safety of service, twenty-four (24) hours per day, seven (7) days per week.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelor's degree from an accredited institution.
  • Two (2) years of relevant experience in creating, implementing, managing, and / or auditing OSHA / worker safety policies and programs.
  • Experience in compiling, analyzing, and reporting information utilizing databases
  • Effective organizational, time management and interpersonal skills.
  • Possess strong analytical, communication and report writing skills.
  • Proficiency using Microsoft Word, Excel, PowerPoint, and database applications.
  • Experience creating, critically reviewing, editing, and finalizing reports.
  • Ability to work with employees and managers to investigate and report on workplace injuries and illnesses
  • Undertake several projects simultaneously and follow through on each to completion.
  • Complete OSHA training courses as assigned within the required time frame. Minimum courses include but are not limited to OSHA 10, OSHA 30 or equivalent.
  • Perform all tasks safely with proper PPE.
  • Handle sensitive and confidential information in an appropriate manner.
  • Provide internal and external customers with a courteous and professional experience.
  • Able to complete, apply, and adhere to concepts in safety training including but not limited to SMS Fundamentals, ICS 100, 200, 300, 400, 700, and 800 as well as courses offered on websites hosted by MassDOT, FEMA, and TSI within three (3) years of employment.
  • Ability to complete a Public Transportation Safety Certification Training Program (PTSCTP) within three (3) years of employment.
  • Ability to respond to Operations-related incidents in the field.
  • Ability to carry safety equipment to and from incidents / accidents on / off the ROW.
  • Ability to walk the Right of Way (ROW) on track, ballast, and uneven surfaces based on the logistics of the safety task and / or emergency response.
  • Ability to access areas using stairs, ladders and ramps across the MBTA system and facilities to observe and evaluate conditions and conduct monitoring.

Substitutions Include

  • A High School Diploma or GED with an additional seven (7) years of directly related experience substitutes for the bachelor's degree requirement.
  • An associate degree from an accredited institution an additional three (3) years of directly related experience substitutes for the bachelor's degree requirement.
  • Bachelor's degree from an accredited institution.
  • A master's degree in a related subject substitute for two (2) years of general experience.
  • A nationally recognized certification, or statewide / professional certification in a related field substitutes for one year of experience

Preferred Experience and Skills

  • Bachelor's degree from an accredited institution in Safety, Engineering, Urban Planning, or related field.
  • Certified Safety Professional (CSP) certification.
  • Experience in worker injury investigations and data analyses.
  • OSHA 10 or 30 certifications in general industry and / or construction.
  • Demonstrated understanding of OSHA / DLS Regulations, the Federal Transit Administration (FTA) and / or DPU regulations, knowledge of American Public Transportation Association (APTA) standards, and / or experience conducting training.
  • Experience working in transportation, safety, security or related field. Working knowledge of Access, Origami and similar databases.
  • Knowledge of system safety and / or Safety Management Systems (SMS) principles and best practices.
  • Completed the Transportation Safety Institute (TSI) Transit Safety and Security Program (TSSP) in Bus and / or Rail.

  • Ability to pass a Criminal Offender Record Information (CORI) check, comprehensive background screening, and medical Clinic screening, potentially including a physical examination and drug and alcohol screenings
  • Ability to work all shifts and / or locations assigned, directed, or necessary for this position, including (for some transit / operations roles) up to twenty-four (24) hours per day, seven (7) days per week as necessary to accommodate severe weather conditions, emergencies, or any other circumstances that may potentially impact service or the safety of service
