Our busy Human Resources Department seeks an energetic, friendly, and reliable self-starter who enjoys technical, financial, administrative, and project management tasks to join our team as a Human Resources Generalist .

This highly visible, service-based role will provide elevated support to external and internal customers including applicants, managers, supervisors, employees, and retirees.

The Human Resources Generalist collaborates with and provides detail-oriented HR support to the HR team, and our customers throughout the organization.

This position is responsible for providing coverage for various administrative functions of the department. Administrative functions include a variety of professional activities in support of a HCM system, assisting with recruitment, payroll duties, compliance reporting, departmental accounts payable / receivables, benefits administration, training, systems / records maintenance and serving as serving as back-up to other team members.

Key Responsibilities

  • The Human Resources Generalist performs a variety of professional level personnel duties related to one or more functional areas within a centralized human resources system;
  • enters, updates and maintains employee data in the Village’s payroll system, reviews and processes employee personnel and payroll documents;
  • conducts job analyses to support recruitment activities; works closely with supervisors to understand their staffing needs in order to develop and execute recruitment strategies aimed at hiring the most qualified and sought after candidates;
  • prepares job announcements, advertisements, and other recruitment materials; coordinates, designs and administers job-related selection procedures, including, but not limited to, application reviews, written and performance tests, and interviews and assessment techniques;
  • screens applications for qualifications; provides for the establishment of employment lists and initiates employee onboarding process;
  • conducts organizational and classification studies and audits and prepares reports, recommendations and class descriptions;

performs job evaluations as required; collects compensation and benefit data and prepares analyses and reports; provides classification, compensation, benefits and other information to other agencies.

  • This position also administers the Village’s employee benefit programs; explains benefit options; maintains individual member benefit records with selected vendors;
  • establishes and / or schedules employee benefit educational visits / training; distributes information regarding the Village’s various benefit programs and policies and procedures to new and current employees;
  • initiates and executes annual wellness and open enrollment programs; processes and files forms relating to employee benefits;
  • assists with ensuring yearly compliance is met relative to all benefit programs including but not limited to Worker’s Compensation, FMLA, all insurance mandates / requirements and any additional compliance requirements;
  • administers and leads all coordination of leave programs; collaborates with HR staff to prepare correspondence and packets related to various employee leaves of absences including but not limited to FMLA, Worker’s Compensation, and Short-Term Disability;
  • tracks leave cases including start times, end times, return to work dates; tracks eligibility dates, status of documentation and follows-up with employees as required;

may follow-up with the third party administrator and occupational health provider as required; and remains actively involved in the risk management programs to ensure compliance with applicable human resources related legislation to include OSHA, FLSA, DOL, ADA, FMLA, DOT and any other Federal, State, or Local regulatory requirements.

  • Additionally, this important role provides assistance regarding the handling of employee / labor relations issues; interprets collective bargaining agreements;
  • conducts research and collects various information in support of labor negotiations; confers with and interprets policies, procedures and regulations to staff and the public;
  • manages all employee Exit Interviews and coordination of Off-boarding procedures; responds to questions and provides factual information and interprets procedures and regulations to staff and the public;
  • prepares a variety of technical, statistical and narrative reports, correspondence and other written materials; assists with the design and implementation of various employee development and training programs;
  • arranges for trainers or conducts training programs when required; informs supervisors and employees of available training opportunities;

and evaluates effectiveness of training programs.

Qualifications, Knowledge, Skills

Bachelor's Degree is required. Concentration in Human Resources Management or related field is highly preferred. Three (3) to five (5) years of related professional experience in human resources administration, benefits processing, recruitment, and or training coordination is also required.

Working knowledge of the principles and practices of payroll processing is necessary.

Candidates with any combination of education, experience, and training that provides the requisite knowledge, skills, and abilities listed will be considered.

  • The ideal candidate has the ability to successfully address a high volume of activities in a timely fashion while maintaining a high level of quality and internal customer satisfaction;
  • posess knowledge in the principles and practices of job analysis, recruitment, selection, classification, compensation, labor relations, affirmative action, employee assistance and employee development;
  • principles and practices of public administration; data sampling and statistical analysis techniques; operational principles and concepts related to the department or functional area to which assigned;
  • project management and analytical techniques; principles and practices of collective bargaining administration; correct business English, including spelling, grammar and punctuation;

interpreting, applying and explaining applicable laws, codes, regulations and legislation related to duties; and techniques for working collaboratively with a variety of individuals from various socio-economic, ethnic and cultural backgrounds.

This position requires a strong ability to communicate clearly and effectively both orally and in writing. A strong attention to detail is essential.

Extensive understanding of Microsoft Word, Adobe, PowerPoint, spreadsheet creation / manipulation, and database software such as Excel and Access is mandatory.

HRIS system, Tyler Munis is preferred.

This role is an integral part of Human Resources and handles highly sensitive and / or confidential information requiring a high level of discretion, in a fast-paced environment, and the ability to work under stress and with minimal supervision.

The ability to build a rapport with others in a collaborative team environment, establish and maintain effective working relationships with employees, supervisors, officials, and the public, must be demonstrated.

Additionally, the ability to contribute to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team and a positive attitude and calm demeanor is necessary.

Attendance at evening or weekend meetings and events may be required from time to time.

Compensation & Benefits

The Village of Orland Park's competitive salary and benefits package consists of an annual salary of $81,972 - $114,760, depending on experience & qualifications, along with a comprehensive employee benefits and wellness program which includes four (4) medical insurance plan options;
