GENERAL DESCRIPTION
Perform complex (journey-level) administrative Human Resources (HR) ADA Compliance work. Assist in administering the Americans with Disabilities Act (ADA) and Return to Work Programs within DPS.
Ensure compliance with federal and state laws, including those related to privacy and access to employees’ health and medical information, as well as DPS policies, Work is performed under general supervision, with moderate latitude for the use of initiative and independent judgment.
The following Military Occupational Specialty codes are generally applicable to this position.
Applicants must fully complete the summary of experience to determine if minimum qualifications are met.
ESSENTIAL DUTIES / RESPONSIBILITIES :
1. Serve as a liaison between employees and the various divisions / regions on ADA matters.
2. Respond to inquiries from internal / external customers regarding ADA matters.
3. Determine eligibility for ADA, review Physician / Health Care Provider Certifications and / or temporary accommodation requests for completeness and / or additional information needed, approve / deny requests, and ensure timely and accurate communications.
4. Monitor compliance with ADA program, identify issues, resolve problems, and elevate higher level issues to Human Resource Management.
5. Provide ADA compliance education to the agency on policies and procedures and serve as an expert resource for management and employees on federal and state mandates related to ADA programs.
6. Develop training materials and train personnel on the proper identification and administration of ADA claims. Update and maintain information systems, including spreadsheets, and process reports related to ADA.
7. Maintain appropriate records and adhere to record retention policies.
8. May travel occasionally to accomplish divisional training needs / goals.
9. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
10. Perform other duties as assigned.
Qualifications
GENERAL QUALIFICATIONS and REQUIREMENTS :
Education Graduation from an accredited four (4) year college or university with major course work in Human Resources Management, Business Administration or a related field is preferred.
Experience Minimum three (3) years of full-time work experience in a Human Resources, including minimum of 1 year experience with FMLA, ADA and / or Benefits administration.
Substitution Note : Education may substitute for the required experience with thirty (30) semester hours equal to one (1) year of the HR experience, up to 1 year.
Licensure and / or Certification Duties-related certification preferred. If driving is required, must possess a valid driver license from state of residence.
Regulatory knowledge Working knowledge of, or the ability to rapidly assimilate, information related to TXDPS, State and Federal regulations / legislation, guidelines, policies / procedures, and specifically ADA and Worker’s Compensation compliance and how they intersect with other laws and statutes, e.
g. FMLA, State Leave, HIPAA.
Interpersonal Skills Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working / professional relationships with internal / external customers.

Analytical Reasoning / Attention to Detail Must demonstrate an ability to examine data / information, discern variations / similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Technology (computers / hardware / software / operating systems) Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook), HRIS (Human Resource Information Systems), and appropriate levels of proficiency with utilized software and systems and be able to learn new software / systems.
Confidentiality and Protected Information Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws / statutes / policies related to access, maintenance and dissemination of information.
Safety Must be able to work in safe manner at all times, avoiding shortcuts that have potential adverse results / risks, and must be able to comply with safety standards and best practices.
Travel and / or Schedule Telecommuting up to five (5) days per week. Travel may occasionally be required.

State of Texas Benefits and Retirement Information :
A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.
4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
