A.Brief Description of WorkOne (1) Sr. Network Engineer contractor will be assigned to MDIT Telecommunications and work closely with that office to gather requirements and interface with the Office of Technology Partnerships (OTP) to produce a final technical plan to deliver infrastructure changes that will cost the State of Michigan and local units of government less than the current design.
Sr. Network Engineer assigned to Telecommunications is responsible the for technical feasibility, security requirements, support model agreements, and return on investment (ROI) studies prior to being added to the project plan.
This resource will work closely with the project manager assigned to OPT to develop a Work Breakdown Schedule (WBS), Resource requirements, and deliverable timelines.
The Sr. Network Engineer will also need to work with various vendors and Local Government representatives to produce Service Level Agreements (SLA), support process documentation that meet State of Michigan service restore requirements for agency clients that would be effected by the change in service, and interface with Vendor and Local Government technical resources to ensure capabilities, and buy-in on proposed changes.
Contractor will need to be in place and available to work from 8 AM to 5 PM Monday thru Friday in the Hannah Building, 1st floor, 608 West Allegan Street, Lansing MI 48913, Lansing MI 48913 location for the duration of the contract.
B.Background on the work requestedDue to increasing costs and decreasing budgets, State of Michigan agencies and locale government offices are looking for opportunities to save money in communications.
The office of Technology Partnerships and Telecommunications are seeking opportunities with local governments to consolidate and reduce the number links directly connected to Internet Service Providers (ISP) by utilizing existing county fiber rings or other existing infrastructure for last mile transport to a Point of Presence (POP) for State of Michigan access.
C.ObjectivesDevelop a plan to deliver telecommunications cost reduction to State of Michigan agencies for Wide Area Network (WAN) connectivity.
D.Agency technical environment for the work Office environment using modern office tools. Contractor is expected to provide his / her own mobile computing device (PC / Laptop) for this engagement.
E. Description of the requested work, including deliverables and knowledge transferContractors will perform as Sr. Network Engineer for the MDIT Telecommunications branch for the Telecommunications cost reduction project.
He / She will be responsible for the timely delivery of all project deliverables such as : To evaluate the current configuration and deployment of the State of Michigan’s Wide Area Network seeking opportunities for consolidation into existing or planned county, local government, or consortium networks to realize cost savings while maintaining current security levels.
Technical drawings of proposed changes showing end-to-end connectivity with security measures Bills of materials (BOM) necessary to deploy recommended changes utilizing current Telecommunication contracts for network hardware.
Financial documentation describing return on investment (ROI) timelines, Describe up front and recurring costs, and billing mechanisms for shared resources.
Support process documentation for consolidated multi-vendor / agency solutionsDeliverables will not be considered complete until the director of the Office of Technology Partnerships has formally accepted them.
