Job Description :

Budgeting and Financial Management

  • Manages the CTSI Annual Budget process, evaluating the needs of CTSI, SECIM, MD / PhD, and pre / post doctoral scholar programs.
  • Support internal and external stakeholders with budget development.
  • Review internal requests for expense approvals, ensuring funds are available for all funded projects in coordination with Grants Specialists.
  • Provide budget projections and available funds.
  • Establish goals and performance objectives around the budget process.
  • Document processes and guidelines for the annual budget process.
  • Oversee financial management and operations, including coordination of annual budget efforts, reviewing departmental budget requests, and managing UF Foundation accounts.
  • Provide fiscal analysis and feedback for the CTSI strategic plan.
  • Monitor and reconcile funding sources and balances, ensuring compliance with accounting regulations and best practices.
  • Develop and maintain internal control policies and procedures, performing regular compliance testing and audits.

Financial Reconciliation and Reporting

  • Perform monthly reconciliation of individual program expenses, ensuring alignment with the CTSI mission.
  • Analyze overall budget versus expenses and manage financial statement reporting for programs and CTSI.
  • Make recommendations to the Director of Operations regarding financial management of funds.
  • Review active funds and manage cash to avoid negative balances.
  • Prepare and present monthly and quarterly financial statements to CTSI leadership.
  • Develop and update regular financial reports for college leadership and stakeholders.
  • Fulfill ad hoc reporting requests and manage various financial reports, including ROI, actuals to budget, faculty-specific balances, commitments, research administration, projections, reserves, and UF Foundation accounts.

Fiscal Oversight and Team Management

  • Oversee all aspects of purchasing, payables, and travel within CTSI, including SECIM, pre / post doc scholars / trainees and MD / PhD programs.
  • Reviews and approves all purchase requisitions, invoices for payment and travel expense payment requests for CTSI, MDPHD, pre / post doc scholars / trainees, and SECIM.
  • Provide financial direction in the formulation, interpretation, and administration of policies, procedures, and operations.
  • Manage the fiscal team, establishing performance goals and measures to evaluate success.
  • Oversee fiscal staff from Disbursements Team, P-Card Team, Reporting and Reconciliation Team, and General Accounting Team.
  • Provide support, feedback, and guidance to financial service teams, ensuring high-level customer service through regular communication, consistent workflows, and timely responses.
  • Work on process improvement initiatives to streamline financial workflows and ensure efficiency. Meet with key college stakeholders regularly to receive feedback and provide updates.
  • Develop and maintain financial policies for the institute.

Salary : $120,000 - $130,000

Minimum Qualifications :

Master's degree in an appropriate area and four years of relevant experience; or a bachelor's degree in an appropriate area and six years of relevant experience.

  • Master’s degree in Finance, Accounting, Business, or a related discipline.
  • Certified Public Accountant (CPA) certification.
  • Advanced knowledge of UF Business Operations and Management.
  • Extensive experience with financial statement preparation and presentation.
  • Experience in NIH and College of Medicine budget development.
  • Knowledge of UF Auxiliary / Fee for Service Educational Activity (FSEA) and Grant Accounting Directives and Procedures.
  • Proficiency in using, creating, and running reports in MS Teams, Excel, and Enterprise Analytics.
  • Extensive working knowledge of PeopleSoft and OneStream.
  • Strong interpersonal skills, capable of working in a fast-paced, research-oriented team environment as well as independently.
  • Strong verbal and written communication skills, including phone and email communication.
  • Ability to create financial statements and present them to non-financial directors and staff.
  • Experience leading financial teams.
  • Advanced MS Excel skills.
  • Experience in creating and presenting financial dashboards.
  • Experience in higher education finance.
  • Familiarity with various budgeting tools and software.

The Associate Director of Finance at the Clinical Translational Science Institute (CTSI) is responsible for managing college budgets, finances, and financial service teams.

Reporting to the CTSI Chief Operating Officer, this role works closely with CTSI and college leadership to provide financial guidance and feedback to meet strategic goals, including projections and ROI.

Key responsibilities include oversight of financial service teams, development of financial policies, compliance monitoring, and management of the CTSI’s budget.

The Associate Director also handles financial reporting, fund allocation, and oversight of NIH, State, Auxiliary, Institutional, and UF Foundation funds.

The CTSI serves as the intellectual home for clinical and translational research and training at UF, integrating activities across all colleges, campuses, and regional healthcare systems in Florida.

Its Service Center supports the research community with services such as research navigation, informatics, biostatistics, and core facilities.

The CTSI College of Medicine MD / PhD, K12, and T32 programs support scholars throughout their educational journey. The Associate Director provides fiscal oversight for the Service Center’s activities.
