General Summary
The Billing & Collections Data Analyst provides support and recommendations to the WSSC Billing and Revenue Division based upon insight generated through data analytics and predictive techniques.
In this role, s / he facilitates the end-to-end collections strategy design to ensure effective and optimal use of resources and minimization of delinquencies while reducing revenue leakage and enabling customers to maintain service.
This role operates with limited supervision and is responsible for training colleagues. Essential Functions
- Performs in-depth analysis on delinquent accounts, reviews existing collections strategies and provides senior management with proposals
- Collaborates with customer service and utility services to drive real and constant business change
- Completes analytics work with minimal oversight and brings suggestions forward to drive direction
- Analyzes data using tools such as SQL, VBA, and MS Excel
- Manages projects to enhance business performance and drive process improvements
- Reviews the entire collections and credit risk lifecycle to help ensure a continuous and seamless customer journey
- Uses analytical approaches such as variable analysis & segmentation, net present value and forecasting to optimize billing and collections strategies
- Proposes and designs new strategies that improve customer engagement and operational effectiveness
- Performs Root Cause Analysis
- Evaluates and maintains customer payment arrangement plans and collectors tools
- Influences design of and ensures optimization of any collections programs
- Ensures strategies are compliant with all regulatory rules and requirements
- Works with IT and other departments to ensure proposals are implementable, implemented robustly and monitored / controlled effectively
Other Functions
- Develops ad hoc training to enable succession planning options and broaden overall capability
- Builds relationships with key stakeholders across business, finance, risk, operations to enable support for collections strategies
- Performs other related duties as assigned

Minimum Education, Experience Requirements
- Bachelor’s degree in Business, Information Technology, Finance, Statistics or a related field
- 3+ years data analysis experience
- Project management experience
- High school diploma or equivalent
- 7+ years data analysis experience

Additional Requirements
- Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter
- Sdvanced Excel skills
Preferences
- 3+ years’ experience using data to build strategies in areas such as collections analytics, credit risk, marketing analytics, customer service or operations, using SQL and or alternative tools
- Project management certification
- Advanced PC skills, including Access, PowerPoint, Project, Visio, and Blueprint
