• Minimum Bachelor’s Degree in business, finance, or quantitative analysis or a combination of education and work experience.
• Minimum two (2) years of demonstrated related experience, preferably in grants and / or financial planning and analysis.

Proven record of success in managing principles, practices, and trends of transportation planning, funding, and policies a plus.

• Excellent analytical and problem-solving skills to correlate numeric data for various purposes.
• Ability to offer key interpretations of federal and state regulations and guidelines concerning grants.
• Ability to research, compile, and summarize a variety of informational and statistical data and material to determine problem scope.
• Ability to understand and interpret complicated policies, procedures, and protocols.
• Ability to prepare and present formal presentations for financial plans, and analysis for internal and external agencies and organizations at all levels.
• Ability to demonstrate, initiative, independent judgment, and conflict resolution.
• Demonstrated proficiency in spreadsheet development, word processing, database, and presentation software. Experience integrating software applications to produce complex documents.

ESSENTIAL DUTIES & RESPONSIBILITIES :

Capital Budget Preparation and Grant Administration Manages the agency’s Capital Development Committee (CDC) activities to maintain the Capital Project Master List.

Coordinates and supports downstream activities to the CDC Project Master List to include procurement, integration into the Grant Funding Planning process, and basic master schedule management.

Integrates the Project Master List and Grant Planning into an annual Capital Spending Plan (budget) and partners to gain board approval of the Capital Spending Plan.

Maintains an accurate status of TANK’s Sourcing of Grant Funding , per apportionments from the USDOT and the MPO to include formula and discretionary funds.

• Formulates annual Capital Budget Funding plan (80 / 20% Federal / Local matching) and prepares documents for external communication and approval.
• Manage all functions of the federal grant process : project compliance, application, follow-up, cash disbursements under the FTA regulations / guidance, required reporting, and record keeping.
• Operating Budget Preparation and Administration Maintains alignments between accounting GL and operating budget worksheets to ensure full capture of all expense classes within six budgeting departments.

Manages the annual operational budget process in support of the General Manager and local funding constraints / expectations and through board approval.

Communicates operational budget information to various regulatory agencies via web portals, email, etc.

Cash Flow and Investment Management Manages organizations revolving credit cards, signature authority for commercial banking, TANK’s investment portfolio in partnership with the financial institution, and other major systems.

Serves as TANK’s Treasurer.Reviews and approves all A / P vouchers and checks.

Financial and Operational Reporting / Analysis Prepares monthly and annual agency information, analysis, operational reports, and KPIs for reporting to agencies (NTD National Transit Database) and the board.

Acts as liaison to the federal Disadvantaged Business Enterprise reporting system.

Performs other duties as assigned.
