On-site Clinical Engineering Capital Manager. MUST have qualified experience as a CE Manager and BA Degree : (minimum) 4-10 years' Clinical Engineering manager experience.

The Clinical Engineering Capital Manager provides the overall strategic direction, leadership, and operational management for capital technology projects for the hospital facilities and multiple sites to achieve financial and operating objectives set by the overall organization's business plan.

The CE Manager will provide leadership and expertise for Clinical Engineering Staff.

  • Information Services (including network support, disaster recovery), Clinicians (system users including physicians, nurses, technologists, etc.).
  • Medical system manufacturers / vendors.
  • Risk management.
  • Information Services Security.
  • Procurement / purchasing / materials management, Clinical Engineering
  • ProjectLeadership, Equipment Inventory, Hiring & Training, Field Support & Projects

Qualifications

1.Baccalaureate degree in Biomedical or Clinical Engineering or related

2.5-10 years’ experience in clinical engineering and information systems.

3.Project management and planning skills / experience.

4.Strong communication and team building skills across functional areas.

5.Certification (completed or in process) preferred in one or more of the following :

oCertified Clinical Engineer (CCE)

oCertified Information Systems Security Professional (CISSP) by (ISC)2

oCisco Certified Network Associate (CCNA) or Network Professional (CCNP)

oMicrosoft Certified Systems Administrator (MCSA) or Engineer (MCSE).

6.In-depth knowledge of Joint Commission and other applicable standards and regulations.

Responsibilities :

1. Maintains current inventory of networked and integrated medical systems (including catalog of services, features, interconnections).

2. Conducts capital and service contract pre-purchase evaluations, researches vendors and assesses cost of ownership.

3. Coordinates security management process including risk (e.g., criticality and probability) and vulnerability analysis and related documentation associated with interconnected / integrated medical systems.

4. Coordinates with stakeholders a process to prioritize, develop and implement a plan to manage / mitigate identified risks associated with interconnected / integrated medical systems by applying appropriate administrative, physical and technical safeguards.

5. Maintains the integrity of FDA approval for interconnected / integrated medical systems.

6. Works with stakeholders to insure effective deployment, integration, and support of new medical systems into legacy systems and non-medical elements of the organization’s information infrastructure.

oWorks to ensure systems are deployed into an optimum (i.e., secure & supportive) environment.

oContinually reviews system components to determine which are obsolete or otherwise no longer adequately supportable.

oPlans for and implements component upgrades / replacement in a timely manner.

7. Identifies and manages appropriate software upgrades, security patches and anti-virus installs for interconnected / integrated medical systems according to industry best practices.

8. Conducts Root Cause Analysis (RCA) and Failure Mode Effects Analysis (FMEA) on incidents involving integrated medical systems and reports findings to appropriate stakeholders for follow-up action.

9. Monitors and adopts industry best practices to ensure integrity, availability & confidentiality of data maintained and transmitted across interconnected and integrated medical systems.

10. Educates stakeholders on security and other implications associated with the proliferation of interconnected and integrated medical technologies.

11. Supervises clinical engineering and other staff as necessary in clinical systems integration and infrastructure support (e.

g., hybrid reporting structure, project supervision).

12. Works with stakeholders including Network Support, Disaster Recovery), Clinicians (System Users Including Physicians, Nurses, Technologists, Etc.

Medical System Manufacturers / Vendors, Risk Management, Information Security, Procurement / Purchasing / Materials Management, Clinical Engineering.

Knowledge and Physical Requirements

  • Knowledge of the healthcare industry, including an understanding of hospital operations, alternate care providers or medical equipment manufacturers.
  • Medical equipment preventive maintenance, repair and handling experience. Able to read and understand technical manuals and electric / pneumatic schematics.
  • Business and financial management expertise, including ability to manage a budget, assist with contract and account margin maintenance and support district office operations.
  • Proficient computer skills, including Microsoft Office programs (Word, Excel, PowerPoint).
  • Strong customer service / relationship skills.
  • Willing to work flexible hours, including evenings, weekends, and holidays, as well as emergency off-hours as required.
  • Able to lift and / or push 75 pounds.
  • Valid US driver’s license.
  • Full Time, 40 Hours / week, Monday - Friday, 8 : 00am - 4 : 30pm, Hybrid, onsite as needed per business needs
  • Travel to Regional Sites required.
