Senior Project Management Specialist - Health Care Payment and Quality Division

Overview

RTI International’s Health Care Payment and Quality Division is seeking a Senior Project Management Specialist for large contracts to work with limited supervision and oversight from the project director and task leaders.

The Project Manager will be involved in health care quality-, payment-, and policy-focused projects. Having a working knowledge of Centers for Medicare and Medicaid Services (CMS) contracts will promote more effective communication between the project manager, the project team, and clients.

Responsibilities

  • Create and execute project work plans and schedules using appropriate industry-standard applications (i.e. enterprise software such as Microsoft Project, or cloud-based software such as Smartsheet).
  • Serve as a liaison to project director, task leaders, and business unit (i.e., division, center, etc.) management.
  • Work with the project director to identify project issues and risks, and determine and execute appropriate response strategies.
  • Interact with and support project team and external clients to ensure fulfillment of contract requirements.
  • Develop solutions to difficult and complex problems not covered by established procedures.
  • Identify project issues and risks, determine and execute mitigation strategies.
  • Provide budgetary, operational, contractual, and financial management support to project director and task leaders, including
  • preparation of project financial documents (e.g., invoices, labor forecasting, monthly cost reports),
  • participation in work plan development, monitoring and evaluation processes, and reviews of project performance; and
  • participation in contract modification processes (if needed).
  • Assume responsibility for the quality of written documents submitted as project deliverables.
  • Assume responsibility for drafting and maintaining the project quality management plan (QMP), which documents all quality control and assurance processes, checklists, standard operating procedures (SOPs), and error response procedures.
  • Assume responsibility for being knowledgeable about all business unit-level standard processes.
  • Mentor less experienced staff regarding business unit-level standard processes.
  • Maintain existing and acquire new technical skills / competencies related to the project.
  • Ensure project documentation is appropriately versioned and stored on project shares.
  • Manage consultant and subcontracting arrangements, including onboarding of those staff.
  • Maintain a strong client focus and develop an eye for innovation (i.e. exploring / evaluating existing and new technologies) in day-to-day project activities.
  • Proactively recommend improvements to standard practices and processes within the business unit.
  • Develop understanding and appreciation of client needs by interfacing with internal and external clients on projects and proposals.
  • Routinely support proposals by assuming technical and budget assignments on business unit led and supported efforts.

Qualifications

Minimum Qualifications :

  • Master's degree and at least 6 years of relevant experience or a Bachelor's degree and at least 8 years of relevant experience.
  • Work experience in project administration and / or project or project management.
  • Knowledge of and experience with current technologies and project management techniques .
  • Excellent organization skills and attention to detail and accuracy.
  • Experience with the Microsoft Office suite of applications (i.e., MS Word, Outlook, Project, PowerPoint, Excel, Visio, etc.).
  • Understanding of grants, federal contracts, and other award mechanisms.
  • Ability to manage the stress associated with meeting frequent, multiple, tight, and competing deadlines.
  • Ability to work in excess of 40 hours per week when workload and deadlines require.
  • Ability to work well with people from a variety of backgrounds and skill sets.
  • Ability to work independently and as a member of a team.
  • Ability to listen and communicate both verbally and in writing.
  • To qualify, applicants must be legally authorized to work in the United States and should not require, now or in the future, sponsorship for employment visa status.

Preferred Qualifications :

  • PMP or other project management-related certification preferred, but not required.
  • Quality management experience.
  • Experience managing sub-contractors.
  • Medicare health policy experience.
