Under limited supervision, the Division Manager of Project Management performs highly responsible capital project and program management associated with planning, maintaining, replacing, and expanding the City’s capital infrastructure.

Projects are typically focused on public infrastructure such as water treatment plants, water distribution systems, wastewater collection systems, and other infrastructure projects that may be required.

This position manages, plans, coordinates, and directs the activities of project management teams responsible for implementing major projects and programs as outlined in the City’s 5-year Capital Plan and as assigned by the Department Director or their designee.

This position requires the simultaneous management of multiple Senior Project Managers, Project Managers, and Inspectors as they deliver on all phases of City projects, from initiation and planning through the closeout and warranty phase.

Job responsibilities include ensuring projects remain on time and on budget and bringing off-track projects back into expected / acceptable parameters.

Additional duties assigned will include, but not be limited to, assisting with developing the Department’s 5-year Capital Plan;

hiring, mentoring, and training subordinate staff; directly managing special, assigned projects; and other high-level management duties as assigned.

  • Responsible for day-to-day operations in planning, organizing, and directing the activities of project management teams responsible for implementing major projects and programs.
  • Supervises, mentors, and plans the work of assigned personnel, including contracted City vendors.
  • Assists with the preparation of organizational charts; establishes employee goals, expectations, and responsibilities.
  • Establishes and implements quality control measures and develops standard operating procedures and process improvements that may be used Department-wide.
  • Authorizes and monitors the work of architectural and engineering consultants and contractors engaged in the planning, design, construction, and inspection of a variety of complex City capital improvement projects.
  • Coordinates and oversees the preparation of bid packages, reviews bid proposals, and recommends contract awards to the Department Director or their designee for capital improvement projects.
  • Coordinates, oversees, and / or prepares cost estimates, specifications, and bid proposals for the Department’s capital improvement projects.
  • Coordinates and expedites the review and approval of plans and specifications with other City departments.
  • Ensures assigned staff is performing the proper review and approval of contractors’ and consultants’ pay applications / requests for consistency and accuracy with work completed and contracted.
  • Monitors progress and risks for capital projects and keeps other departments and / or divisions informed with regular updates.
  • Identifies problems or factors inhibiting progress on individual projects, collects and analyses data, and makes specific recommendations for resolution.
  • Provides oversight and assistance to assigned staff reviewing shop drawings and change orders.
  • Ensures the Project Management Teams are conducting proper QA / QC efforts on consultant designs, contractor shop drawings, and consultant / contractor change orders and verifies pricing of change orders is reasonable to the current market and necessary for project completion.
  • Prepares, and reviews for accuracy and clarity, a variety of written documents, including regular and special reports, cost analysis and budget impact studies, technical specifications, grant applications, purchase requisitions, permit applications, correspondence, etc.
  • Investigates and responds to complaints by citizens pertaining to damage and / or inconvenience or nuisance created by construction work and participates in community meetings.
  • Provides updates to the Director of Public Works or their designee to keep them fully informed on the progress of each project / program.
  • Ensures assigned personnel and projects are maintained with updated project schedules, budgets, status update reports, and project files.
  • Prepares, coordinates, and presents budget items.
  • Interacts and communicates with various groups and individuals, such as Utilities Operations staff, Department heads and other staff of multiple City departments, regulatory agencies, community groups, and the general public, when required.
  • Prepares agenda items for Commission action.
  • Interviews candidates for employment and recommends, in the interest of the City, the hiring of eligible applicants.
  • Recommends, in the interest of the City, the transfer, promotion, reassignment, discipline, or termination of assigned staff.
  • Participates in the administration of collective bargaining agreements and in the adjustment of grievances.
  • May be required to prepare and manage grant applications.
  • Performs related work as required.

Minimum Requirements :

  • Bachelor's Degree from an accredited four-year college or university with a major in Civil Engineering, Architecture, and Construction Management, or related technical field.
  • Have at least six (6) years of experience in project management of infrastructure-related capital projects with at least three (3) years of previous supervisory experience required.

Additional completion of coursework at an accredited college or university in a job-related field may substitute on a year-for-year basis the required experience.

  • Requires the ability to read and interpret contracts, specifications, construction plans / blueprints, site plans, and shop drawings.
  • Must have experience with contract and grant administration, preparation of resolutions and ordinances, and working knowledge of regulatory agency standards / requirements.
  • Proficiency with Microsoft Word and Excel is required; experience with AutoCAD, GIS and Project Management and Project Scheduling software is preferred.
  • If claiming Veteran's Preference, candidates must attach a DD214 Member 4 form, and the City of Fort Lauderdale's veteran's preference claim form (J-204) to the online application.

Preference will be given to applicants with at least six (6) years experience in the areas of water treatment plants, water distribution systems, and wastewater collection systems.

Florida Professional Engineer (PE) license, or Certified Construction Manager (CCM) certification.
