Technical Direction Letter Manager

Responsibilities include but are not limited to :
Manages the cost, schedule, and performance of small- or medium-sized Technical Direction Letter (TDL) initiated projects to develop and deliver digital transformation, modernization, and modifications in accordance with the approved Technical Direction Plan (TDP).
Provide recommendations, status briefings, and other formal and informal feedback to management on all project aspects
Plan, organize, and coordinate activities with Functional Specialists, including contracting, engineering, program control, configuration and data management, test, and logistics operations support
Develop, execute, and monitor risk management strategies to address areas of concern or potential gaps, and apply systems engineering principles, techniques, services, and practices for a disciplined approach to meeting TDL projects
Coordinate with stakeholders to identify and prioritize critical technical data for inclusion in TDL planning to support MESP requirements, establishing processes for accessing, updating, and distributing technical direction as required by the MESP
Support system planning and market analysis and provide technical subject matter expertise on engineering documents in the program, project, and Systems Engineering Management Plans.
Includes reviewing documents, conducting assessments, and providing briefings
Support program-level review boards, including Engineering, Configuration, Risk, and Test Review Boards. Give Project Status Reviews and presentations to accountable sponsors and Project Governance Meetings
Reports to the Mission Engagement Regional Manager III, monitors project work quality, and supervises and mentors subordinates.
Coordinates cost and schedule issues with both the respective Regional Site Manager and the Business Operations Director, when appropriate
Basic Qualifications :
Bachelor's degree in an IT, Business, Engineering, Math, Science, or related field
Two or more (2+) years of related experience
If a candidate does not have a degree at all, four (4) additional years of experience are required
If a candidate holds an Associates degree rather than a Bachelors degree, two (2) additional years of experience are required
Preferred Qualifications :
Relevant industry standard certifications such as Project Management Institute (PMI) Project Management Professional (PMP), CompTIA Advanced Security Practitioner (CASP), or equivalent certification
Polygraph preferred.
Clearance Requirements :
Must have a current / active TS / SCI security clearance
Physical Requirements :
Must be able to be in a stationary position more than 50% of the time
Must be able to communicate, converse, and exchange information with peers and senior personnel
Constantly operates a computer and other office productivity machinery, such as a computer
The person in this position frequently communicates with co-workers, management, and customers, which may involve delivering presentations.
Must be able to exchange accurate information in these situations
The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
For all positions requiring access to technology / software source code that is subject to export control laws, employment with the company is contingent on either verifying U.
