Description

The Washington State Gambling Commission is seeking a Deputy Director to help lead and manage the organization while working to protect the public by ensuring that gambling in Washington is legal and honest.

The Gambling Commission is an accredited, limited-jurisdiction law enforcement agency and the only statewide agency devoted to gambling licensing, regulation, and enforcement.

Through collaboration with local, state, federal, tribal, and international law enforcement agencies, the Commission works to fulfill its legislative declaration of :

  • Keeping the criminal element out of gambling, and
  • Promoting social welfare through strict regulation and control.

Duties

The Deputy Director assists the Executive Director in developing and administering the Gambling Commission’s strategies and initiatives at an operational level.

While the Executive Director focuses on the strategic needs of the Gambling Commission at a high level, the Deputy Director is the leader / manager that helps with the implementation and execution of ideas and policies by working with managers and / or supervisors to successfully achieve the Commission’s objectives.

This is a leadership position, and is appointed by, and serves at the pleasure of, the Executive Director of the Gambling Commission.

The Deputy Director will have delegated authority and overall responsibility for the Licensing, Regulation, Criminal Enforcement, Tribal Gaming, Electronic Gambling Lab, Legal and Records, Information Technology, Public Information, Legislative, and Policy and Rules functions of the agency.

The Deputy Director represents the Commission on statewide committees and workgroups.

Responsibilities include oversight and integration of agency business operations, as well as overall development, implementation, and administration of division and agency programs, processes, policies, and / or procedures in collaboration with agency managers.

The Deputy Director will also be responsible for the development, administration, and control of assigned Gambling Commission unit and division budgets.

The Deputy Director must consistently apply independent judgment, balance competing demands, prioritize resources, and manage and mitigate risk to the agency.

This position wears a lot of hats. Responsibilities will include the ability to be thoughtful and strategic while remaining composed and unruffled under pressure.

The Deputy Director will provide guidance on all operational matters to assigned division directors and program managers.

As a member of the Commission's leadership team, the Deputy Director provides analysis and recommendations to the Executive Director.

The Deputy Director will be directly responsible for the strategic direction of assigned divisions and programs in support of accomplishing the agency mission.

Qualifications

The most qualified candidates will possess a minimum of five years progressively responsible senior management experience.

This experience should include a combination of the following :

  • Developing and implementing procedures, policies, and guidelines.
  • Analyzing and evaluating complex administrative issues and recommending effective solutions.
  • Supervising and managing staff which includes planning, organizing, directing, and evaluating the work of others.
  • Interpreting and applying rules and laws.
  • Developing and managing budgets.

Preferred / Desired Qualifications

  • Graduation from an accredited four-year college or university with a degree in accounting, business administration, public administration, law, criminal justice, or a closely related field.
  • At least three years of leadership experience as a senior manager in gambling regulation or experience in state or Tribal government or a regulatory or law enforcement agency.
  • Knowledge of negotiation practices, and strategies including those needed to advance sensitive negotiations.
  • A demonstrable cultural awareness of American Indian Tribes and experience in working with Washington State Tribes.
  • Organizational Change Management Certification.
  • Project Management Certification or experience leading complex projects over time that had significant organizational impact or change.

Supplemental Information

Special Requirements / Conditions of Employment

  • Must pass driver's check, credit check, and criminal records check.
  • Must adhere to agency policy of prohibiting employees from serving as officers or managers of any corporation or organization that conducts a lottery or gambling activity, including tribal gaming activities.
  • Must not gamble in tribal gambling activities or any gambling licensed activities.
  • Must possess a driver's license that is valid in Washington state and be able to operate an agency assigned vehicle.

Work Related Travel Expectations

The Deputy Director will work at multiple office locations and attend meetings in person which may require travel within the state.

This may be required with little notice.

The Deputy Director will occasionally be required to travel out-of-state to attend relevant events and conferences.
